After the 1960s, rapid urbanization in developing regions in Latin America, Africa, and Asia was marked by the expansion of low-income "irregular" settlements that developed informally and which, by the 2000s, often constituted between 20-60 percent of the built-up area of metropolitan areas and other large cities. There has been a variety of research directed at the housing policies involved with these informal settlements, yet apart from the activities of Latin American Housing Network (LAHN), there has been minimal attention directed at the earliest portion of settlements that formed some 25-40 years ago that now form a large part of the intermediate ring of the cities. This volume breaks new ground by opening up a new generation of housing policy in Latin America cities with broader application for other developing countries. Its editors bring unique perspectives: Peter Ward coordinates the LAHN, and Edith Jiménez and María Di Virgilio are founding members of the network who have led project teams in Guadalajara and Buenos Aires respectively. Developed as a coordinated collaborative research project, the volume encompasses nine Latin American countries and eleven cities. The editors and contributors offer original perspectives on the policy challenges facing much of the low income housing of Latin American cities; document the changing nature of the "first suburbs"; present comparative survey findings in order to better understand the types of consolidated settlements that exist today; describe the physical nature of the dwellings themselves; identify the reasons behind market dysfunction that impede the operation of consolidated housing informal markets in Latin American cities; and outline a new generation of housing policies that will support the processes of densification, rehabilitation, and regeneration of these settlements. Across Europe, land is constantly the subject of enormous and widely varied pressures. The land we have is shrinking in area due to numerous reasons, including those that are directly related to climate change and migration. In fact all disciplines that have responsibilities for the husbandry use, management, and administration of the land are forced to address the problems of how to plan and how to utilise this increasingly valuable resource. The papers contained within this book emerge from two symposia held in 2014 and 2015, which now have been arranged along four general themes reflecting the multi-disciplinary nature of the disciplines concerned with land. The governance structures in urban and regional development have undergone processes of transformation since the medieval period, resulting in them becoming increasingly decentralised, diversified, and centred about "middle-class values". An essential part was played by the initial concepts of land ownership and planned land use. These were then complemented by additional items from land taxation to the concepts that began to evolve during the 20th century, including diverse elements such as land economics and social responsibility. This volume concentrates on a diverse range of topics centering on the relationships between governance and the organization of entities within both urban and rural areas. The essays indicate that the development of systems of governance runs parallel to and reflects the indelible print humankind has made upon all forms of landscape. Over time various forms of governance evolved, but in the course of the last century they also became more accountable. Together this resulted in a continual process of evolving boundaries and territories, of political changes, and of the subsequent divisions between urban and rural areas as well as urban subdivisions. In addition to this complex mixture of land and spatial planning issues, we are faced today with rapidly changing demographic profiles across all of Europe – and not the least with the emerging awareness of how social responsibilities impact this issue. Of the three, ideas are arguably the hardest with which to grapple and, despite a generally broad agreement concerning their fundamental importance, the most often neglected. Nowhere is this more evident than in the study of urban politics and urban political development. Much research on the city in developing societies has focused mainly on one of three areas—planning, demography, or economics—and has emphasized either power elites or the masses, but not both. The published literature on Latin America has reflected these interests and has so far failed to provide a comprehensive view of Latin American urbanization. Urban Latin America is an attempt to integrate research on Latin American social organization within a single theoretical framework: development as fundamentally a political problem. Alejandro Portes and John Walton have included material on both elites and marginal populations and on the three major areas of research in order to formulate and address some of the key questions about the structure of urban politics in Latin America. Following an introduction that delineates the scope of Latin American urban studies, Portes discusses the Latin American city as a creation of European colonialism. He goes on to examine political behavior among the poor, with central reference to system support and countersystem potential. Walton provides material for a comparative study of four cities: Monterrey and Guadalajara in Mexico and Medellín and Cali in Colombia. He also summarizes a large number of urban elite studies and develops a theoretical interpretation of their collective results, based on class structure and vertical integration. Material in each chapter is cross-referenced to other chapters, and the authors have used a common methodological approach in synthesizing and interpreting the research literature. In the final chapter they generalize current findings, elaborating on the interface between elite and mass politics in the urban situation. They make some observations on approaching changes and pinpoint possible research strategies for the future.
