This book explores the meanings of nationalism in a post-globalization, postcolonial context. It provides an in-depth understanding of the relationship between marginalized groups, media and politics by a focused study of the Telangana movement in India. This book examines the structural dynamics of HIV among populations at heightened vulnerability to infection as the result of stigma, discrimination and marginalization. It first examines how the socio-structural context shapes HIV risk and how affected populations and national governments and programs have responded to these structural constraints. Chapters focus on structural determinants of HIV risk among transgender women in Guatemala, migrant workers in Mexico, Nigeria and Vietnam, and people who inject drugs in Tanzania. Next, the book examines resilience and community empowerment and mobilization among key populations such as female sex workers in the Dominican Republic and India, and young women and girls in Botswana, Malawi and Mozambique. A third set of chapters explores how national responses to HIV have addressed the role of structural factors in diverse political, geographic and epidemic settings including: Brazil, South Africa, Ukraine and the USA. Ultimately, effective and sustainable responses to HIV among marginalized groups must be grounded in an in-depth understanding of the factors that create vulnerability and risk and impede access to services. Environmental protection has not equally established itself as a permanent fixture in the political systems of all countries: to date, governments and entire societies have responded to environmental challenges in a variety of ways, and concrete environmental policy is still a highly national matter. Moreover, the perception of environmental problems varies considerably on a global scale. The reasons normally cited for these differences largely stem from the environmental policy debates themselves, e.g. poverty, ignorance, capital interests, etc. In contrast, this book shows that concrete environmental policy emerges from a complex interplay of mass media and political conflicts: first, the mass media provide the framework for national environmental policy through agenda-setting, framing and scandalization; second, the mass media thereby change values in the political and social discourse, e.g. by altering the perception of global commons and expanding the possibilities of interest articulation; and third, this can lead to political decision-making processes in which legal and other measures for environmental protection are enforced. Much of the discussion of India in the public sphere has focused on economic policy settings and restructuring, annual growth rates, trade relations and the nation’s status as an economic and political actor within the international system. This collection considers other dimensions of socio-economic transformation in India and its profound impact on society and nature. While economic and ecological fragility are now very apparently problems of a ‘global’ scale they are nevertheless grounded and experienced at the local scale where vulnerable and marginal people located in the urban periphery and in rural areas confront these ‘crises’ most acutely. The studies in this collection encompass many of the most important social and political concerns of India in this age of crisis, namely, the politics of water resources and land acquisition and use; the interaction between food security, markets, and institutions; the politics and strategies of labour movements; narratives and practices of ‘development’ and contestation over forms of agrarian production in India; the link between urbanisation and local class, caste and political actors; and the potential for civil society to either be co-opted or to contest neoliberal logics and forms of governance. This book was published as a special issue of the Journal of South Asian Studies.
