This book studies policymaking in the Latin American electricity and telecommunication sectors. Murillo's analysis of the Latin American electricity and telecommunications sectors shows that different degrees of electoral competition and the partisan composition of the government were crucial in resolving policymakers' tension between the interests of voters and the economic incentives generated by international financial markets and private corporations in the context of capital scarcity. Electoral competition by credible challengers dissuaded politicians from adopting policies deemed necessary to attract capital inflows. When electoral competition was low, financial pressures prevailed, but the partisan orientation of reformers shaped the regulatory design of market-friendly reforms. In the post-reform period, moreover, electoral competition and policymakers' partisanship shaped regulatory redistribution between residential consumers, large users, and privatized providers.

What explains violence against civilians in civil wars? Why do groups kill civilians in areas where they have full military control and their rivals have no military presence? This innovative book connects pre-war politics to patterns of violence during civil war. It argues that both local political rivalry and local revenge account for violence against civilians. Armed groups perpetrate direct violence jointly with local civilians, who collaborate when violence can help them gain or consolidate local political control. This book argues that alien rule can become legitimate to the degree that it provides governance that is both effective and fair. Governance is effective to the degree that citizens have access to an expanding economy and an ample supply of culturally appropriate collective goods. Governance is fair to the degree that rulers act according to the strictures of procedural justice. These twin conditions help account for the legitimation of alien rulers in organizations of markedly different scale. The book applies these principles to the legitimation of alien rulers in states (the Republic of Genoa, nineteenth- and twentieth-century China, and modern Iraq), colonies (Taiwan and Korea under Japanese rule), and occupation regimes, as well as in less encompassing organizations such as universities (academic receivership), corporations (mergers and acquisitions), and stepfamilies. Finally, it speculates about the possibility of an international market in governance services.

Why do poor people often vote against their material interests? This puzzle has been famously studied within wealthy Western democracies, yet the fact that the poor voter paradox also routinely manifests within poor countries has remained unexplored. This book studies how this paradox emerged in India, the world's largest democracy. Tariq Thachil shows how arguments from studies of wealthy democracies (such as moral values voting) and the global south (such as patronage or ethnic appeals) cannot explain why poor voters in poor countries support parties that represent elite policy interests. He instead draws on extensive survey data and fieldwork to document a novel strategy through which elite parties can recruit the poor, while retaining the rich. He shows how these parties can win over disadvantaged voters by privately providing them with basic social services via grassroots affiliates. Such outsourcing permits the party itself to continue to represent the policy interests of their privileged base.
