Each of the conflict was studied in detail with the help of experts from different disciplines and different countries. This is the final volume of the Project which consolidates the studies done earlier, aims at crystallising some useful lessons for the countries studied and also others who continue to have long running internal conflicts. The constraints in trying to resolve the conflicts by the states and addressing the nuances of the consequences are quite complex. This volume attempts to analyse these issues and helps in identifying positive and negative outcomes of the way different governing systems have addressed the conflicts. The study highlights the importance of not only understanding the major internal conflicts but also anticipating and identifying the problems and difficulties that arise from the consequences and throws up useful policy pointers.

Economic reasoning has thus far dominated the field of public policy analysis. This new introduction to the field posits that policy analysis should have both a broader interdisciplinary base—including criteria from such fields as political science, sociology, law, and philosophy, as well as economics—and also a broader audience in order to foster democratic debate. To achieve these goals, MacRae and Whittington have organized their textbook around the construction of decision matrices using multiple criteria, exploring the uses of the decision matrix formulation more fully than other texts. They describe how to set up the matrix, fill in cells and combine criteria, and use it as an aid for decision making. They show how ethical assessment of the affects that alternatives have on various parties differs from political analysis, and then they extend the use of the decision matrix to consider alternatives by affected parties, periods of time, or combined factors. Looking at the growing use of federalism and decentralization as tools of conflict resolution, this book provides evidence from several case studies on the opportunities and challenges that territorial solutions offer when addressing internal conflicts within a variety of countries. Federalism has been used as a tool of conflict resolution in a number of conflict situations around the world. The results of this have been mixed at best, with some countries moving slowly to the paths of peace and recovery, while others have returned to violence. This volume looks at a number of case studies in which federalism and decentralization have been promoted in order to bring opposing groups together and protect the territorial integrity of different countries. Yet, it is demonstrated that this has been incredibly difficult, and often overshadowed by wider concerns on secession, de and re-centralization and geopolitics and geoeconomics. While federalism and decentralization might hold the key to keeping war-torn countries together and bringing hostile groups to the negotiation table, we nevertheless need to rethink under which conditions territorial autonomy can help to transform conflict and when it might contribute to an increase in conflict and violence. Federalism alone, so the key message from all contributions, cannot be enough to bring peace – yet, without territorial solutions to ongoing violence, it is also unlikely that peace will be achieved. The chapters in this book were originally published as a special issue of Ethnopolitics.

Even the concept of international conflict is broadening to include ethnic conflicts and other kinds of violence within national borders that may affect international peace and security. The acute economic pressures of the 1980s have forced virtually all of Latin America and Africa and some countries in Asia into painful austerity programs and difficult economic reforms. Scholars have intensively analyzed the economics of this situation, but they have given much less attention to the political forces involved. In this volume a number of eminent contributors analyze the politics of adjustment in thirteen countries and nineteen governments, drawing comparisons not only across the full set of cases but also within clusters selected to clarify specific issues. Why do some governments respond promptly to signs of economic trouble, while others muddle indecisively for years? Why do some confine their response to temporary macroeconomic measures, while others adopt broader, even sweeping, programs of reform? What leads some countries to experiment with heterodox approaches, while most, however reluctantly, pursue orthodox courses?
