Book Description
Exploratory scenario planning (XSP) can help communities prepare for uncertainties posed by climate change, pandemics, automation, and other unprecedented twenty-first-century challenges. This manual is a comprehensive resource for anyone interested in using this emergent planning approach, which is effective at the local, regional, or organizational level. Through the XSP process, stakeholders envision and develop various potential futures (i.e., scenarios) and consider how to measure and prepare for each, rather than working toward a single shared vision for the future. Through instructive case studies, recommendations, sample workshop agendas, and more, this manual equips would-be practitioners with the background knowledge, procedural guidance, and practical strategies to implement this planning tool successfully. Readers will be prepared to facilitate--or even lead--an effective, impactful XSP process in their own settings.

Book Description
The National Planning Policy Framework 2012 sets out the Government's planning policies for England in achieving sustainable development and how these are expected to be applied. It sets out the requirements for the planning system only to the extent that it is relevant, proportionate and necessary to do so. It provides a framework within which local people and their accountable councils can produce their own distinctive local and neighbourhood plans, which reflect the needs and priorities of their communities. This Framework does not contain specific policies for nationally significant projects for which particular considerations apply. Divided into thirteen chapters, with three annexes, it looks at the following areas, including: building a competitive economy; ensuring town centre vitality; supporting a high quality communications infrastructure; delivering high quality homes; protecting the Green Belt; meeting the challenges of climate change, flooding and coastal change; conserving the natural and historic environments and facilitating the sustainable use of minerals.

Book Description
The making of planning policy is a major political and legal issue and there is currently a considerable focus by the government in England, Wales and Northern Ireland on local plan policy making. The current climate is characterised by government concern at the slow pace of local plan adoption in England, the controversial introduction of neighbourhood planning, new strategic planning tools with the Planning (Wales) Act 2015 and local development plans in Northern Ireland. Planning Policy is the only book dedicated to planning policy, both national and local and includes coverage of the Housing and Planning Act 2016. It covers the policy framework within which planning decisions are taken. It addresses how national and local policy is formulated, examined and challenged.

Book Description
The Commandant's Planning Guidance (CPG) provides the 38th Commandant's strategic direction for the Marine Corps and mirrors the function of the Secretary of Defense's Defense Planning Guidance (DPG). It serves as the authoritative document for Service-level planning and provides a common direction to the Marine Corps Total Force. It also serves as a road map describing where the Marine Corps is going and why; what the Marine Corps force development priorities are and are not; and, in some instances, how and when prescribed actions will be implemented. This CPG serves as my Commandant's Intent for the next four years. As Commandant Neller observed, "The Marine Corps is not organized, trained, equipped, or postured to meet the demands of the rapidly evolving future operating environment." I concur with his diagnosis. Significant change is required to ensure we are aligned with the 2018 National Defense Strategy (NDS) and DPG, and further, prepared to meet the demands of the Naval Fleet in executing current and emerging operational naval concepts. Effecting that change will be my top priority as your 38th Commandant. This CPG outlines my five priority focus areas: force design, warfighting, education and training, core values, and command and leadership. I will use these focal areas as logical lines of effort to frame my thinking, planning, and decision-making at Headquarters Marine Corps (HQMC), as well as to communicate to our civilian leadership. This document explains how we will translate those focus areas into action with measurable outcomes. The institutional changes that follow this CPG will be based on a long-term view and singular focus on where we want the Marine Corps to be in the next 5-15 years, well beyond the tenure of any one Commandant, Presidential administration, or Congress. We cannot afford to retain outdated policies, doctrine, organizations, or force development strategies. The coming decade will be characterized by conflict, crisis, and rapid change - just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. The Arab Spring, West African Ebola Outbreak, Scarborough Shoal standoff, Russian invasion of eastern Ukraine, and weaponization of social media are but a few recent examples illustrating the point. While we must accept an environment characterized by uncertainty, we cannot ignore strong signals of change nor be complacent when it comes to designing and preparing the force for the future. What is abundantly clear is that the future operating environment will place heavy demands on our Nation's Naval Services. Context and direction is clearly articulated in the NDS and DPG as well as testimony from our uniformed and civilian leadership. No further guidance is required; we are moving forward. The Marine Corps will be trained and equipped as a naval expeditionary force-in-readiness and prepared to operate inside actively contested maritime spaces in support of fleet operations. In crisis prevention and crisis response, the Fleet Marine Force - acting as an extension of the Fleet - will be first on the scene, first to help, first to contain a brewing crisis, and first to fight if required to do so. The Marine Corps will be the "force of choice" for the President, Secretary, and Combatant Commander - "a certain force for an uncertain world" as noted by Commandant Krulak. No matter what the crisis, our civilian leaders should always have one shared thought - Send in the Marines.

Book Description
Climate change continues to impact our health and safety, the economy, and natural systems. With climate-related protections and programs under attack at the federal level, it is critical for cities to address climate impacts locally. Every day there are new examples of cities approaching the challenge of climate change in creative and innovative ways—from rethinking transportation, to greening city buildings, to protecting against sea-level rise. Climate Action Planning is designed to help planners, municipal staff and officials, citizens and others working at local levels to develop and implement plans to mitigate a community's greenhouse gas emissions and increase the resilience of communities against climate change impacts. This fully revised and expanded edition goes well beyond climate action plans to examine the mix of policy and planning instruments available to every community. Boswell, Greve, and Seale also look at process and communication: How does a community bring diverse voices to the table? What do recent examples and research tell us about successful communication strategies? Climate Action Planning brings in new examples of implemented projects to highlight what has worked and the challenges that remain. A completely new chapter on vulnerability assessment will help each community to identify their greatest risks and opportunities. Sections on land use and transportation have been expanded to reflect their growing contribution to greenhouse gas emissions. The guidance in the book is put in context of international, national, and state mandates and goals. Climate Action Planning is the most comprehensive book on the state of the art, science, and practice of local climate action planning. It should be a first stop for any local government interested in addressing climate change.
