This PPG gives guidance on the relevance of pollution controls to the exercise of planning functions, fulfilling a commitment given in the Environment White Paper - Common Inheritance. It gives advice on the relationship between authorities' planning responsibilities and the separate statutory responsibilities exercised by local authorities and other pollution control bodies. In particular it advises that local planning authorities should not seek to duplicate controls which are the statutory responsibility of other bodies.
