Book Description
This report reviews recent longer-term U.S. defense planning attempts, focusing especially on the NDP. The NDP was established as an independent effort to provide guidance to the Secretary of Defense and the Congress on matters pertaining to the long-term national security of the United States. This report reviews the motivations for creating the NDP, the NDP's relationship to the QDR, the NDP's administrative and logistical experience, and the substantive results the NDP published in its final report. We conclude by discussing in depth some of the lessons learned from the first NDP experience and distilling recommendations for the Congress, the administration, the Department of Defense (DoD), and future NDP management teams. The substantive recommendations of the NDP report were initially overshadowed by other events that dominated the news headlines in late 1997 and early 1998, most notably the crisis with Iraq. Nevertheless, the report was sufficiently pointed to generate considerable interest-and not a little controversy-within the defense and national security communities. Of particular interest was the report's focus on the need for the DoD to accelerate its reform efforts (the NDP called this a "transformation strategy") to better position itself to meet the numerous new and unpredictable challenges of the next 20 years.

Book Description
"After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role. We offer recommendations for organizational change in five key areas: ensuring the security of the American homeland; recapitalizing America's strengths in science and education; redesigning key institutions of the Executive Branch; overhauling the U.S. government's military and civilian personnel systems; and reorganizing Congress's role in national security affairs"--Page xiii.

Book Description
America faces a 21st century challenged by military and political competition with the Soviet Union, terrorism in the Third World, and economic competition with Asia and Europe. Our weaknesses are due as much as anything to our lack of strategic vision. We lack effective systems for systematic, long-range planning and an ability to think about long-range agendas for large institutions. This book is a key building block to development of American strategic vision, long-range planning, innovation and thinking about the future. The effort to look at the Air Force experience, to consider a surprise-free future for dealing with the Soviet Union, and to outline the fundamental questions of an introductory model for long-range planning will be helpful to everyone who is concerned about America's defense establishment and about America's future.

Book Description
The purpose of this book is to explore and examine the challenge to America's defense planners of needing to make purposeful and prudent choices in military preparation for the future. The problem for defense planning that is beyond resolution is the scientifically certain fact that we have no data from the future about the future. Moreover, this will always be a fact. No matter the scholarly discipline and tradition to which a defense planner owes or feels most allegiance, he or she needs to recognize and attempt to understand fully a personal and institutional condition of awesome ignorance of detail about the future. Further study, more cunning analytical methodology, even more powerful computers-none of these can reveal with any certainty what the future will bring. Fortunately, this does not mean that we are ignorant about the future; but it does mean that defense planning is guesswork and can only be such. Understandably, both senior policymakers and soldiers tend to be reluctant, even to the point of appearing to be evasive, when legislators question the plausibility of the answers given in congressional hearings. After all, it can be troubling to the conscience of honest and competent people to be obliged to affirm the integrity of choices made in defense preparation for national security in years to come, when there is and can be no certain way to know that one is sufficiently correct.
