Revolution by Decree is a well-written, interesting and important book. We consider it to be one of the most reliable accounts of the political movement led by General Velasco. Professor Kruijt presents us with the truth and reality of Peruvian politics as pursued and partly implemented by the Velasco administration between 1968 and 1975. Drawing upon taped interviews with prominent people of the period - ministers, ambassadors, military and civil advisors - he offers a balanced account of the Revolutionary Process. We believe, however that the greatest value of the study is its witness to and analysis of the historical and political personality of General Velasco; a charismatic leader from simple background, a true soldier exhibiting discipline, valor, rectitude, self-denial, patriotism and respect for the people.
