Three decades after New York City’s first Black mayor was elected and then defeated after only one term, the city’s second Black mayor is facing challenges that in many ways are similar to those of his predecessor, yet different in others. Like David Dinkins, Mayor Eric Adams faces worries about crime and public disorder, recovery from an economic downturn, and criticism over his managerial style. It may be a quite different city today in terms of the makeup of its electorate – less white, more diverse, but certainly no more Black – and Adams may have a closer connection to the Police Department than Dinkins could manage – but the challenges of constructing a multi-racial electoral and governing coalition in the face of skepticism from white voters remains. The legendary Boss Tweed effectively controlled New York City from after the Civil War until his downfall in November 1871. A huge man, he and his Ring of Thieves appeared to be invincible as they stole an estimated $2 billion in today's dollars. In addition to the New York City and state governments, the Tweed Ring controlled the press except for Harper's Weekly. Short and slight Thomas Nast was the most dominant American political cartoonist of all time; using his pen as his sling in Harper's Weekly, he attacked Tweed almost single-handily, before The New-York Times joined the battle in 1870. The author focuses on the circumstances and events as Thomas Nast visualized them in his 160-plus cartoons, almost like a serialized but intermittent comic book covering 1866 through 1878.

During the Progressive Era, reform candidates in New York, Cleveland, and Chicago challenged the status quo--with strikingly different results: brief triumph in New York, sustained success in Cleveland, and utter failure in Chicago. Kenneth Finegold seeks to explain this phenomenon by analyzing the support for reform in these cities, especially the role of an emerging class of urban policy professionals in each campaign. His work offers a new way of looking at urban reform opposition to machine politics. Drawing on original research and quantitative analysis of electoral data, Finegold identifies three distinct patterns of support for reform candidates: traditional reformers drew support from native-stock elites; municipal populists found support among stock immigrant groups and segments of the working class; and progressive candidates won the backing of coalitions made up of traditional reform and municipal populist voters. The success of these reform efforts, Finegold shows, depended on the different ways in which experts were incorporated into city politics. This book demonstrates the significance of expertise as a potential source of change in American politics and policy, and of each city's electoral and administrative organizations as mediating institutions within a national system of urban political economies.
