Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" – one of the most prevailing approaches in comparative public policy. Through the prism of inter-jurisdiction comparisons of similarities and variations, they address comparisons in specific policy sectors, governance or institutional constructs, and political regimes. The foci are, nevertheless, on those comparisons between countries or regions, which help to lesson-draw by identifying and understanding the variation in policy analysis and policy making that exists within or across regions. One benefit of regional comparisons is that it often allows studies to hold constant many variables, ranging from colonial legacy to federal systems, or from language to specific traditions, and more effectively isolate dependent variables. Regional organizations like the Organization for Economic Co-operation and Development (OECD) or European Union are also considered as catalysts for regional policy approaches and harmonization, and occupy a major role in this volume. The chapters address a broad and diverse number of countries and geographical areas: Latin America, North America, East Asia, Southeast Asia, Southern Africa, the Baltic states, the Nordic states, Western Europe, Central Europe, Eastern Europe, and Europe as a whole. "Regional Comparisons and Policy Analysis" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be learned or facilitated through methodologically and theoretically sound approaches. The chapters were originally published as articles in the Journal of Comparative Policy Analysis which in the last two decades has pioneered the development of comparative public policy. The volume is part of a four-volume series, the Classics of Comparative Policy Analysis including Theories and Methods, Institutions and Governance, Regional Comparisons, and Policy Sectors. What are public health services? Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. In light of their geographical proximity and crucial strategic importance, the European Union (EU) has long identified cooperation with the countries of the Mediterranean region a central priority of its external relations and has developed a complex set of policies and instruments. Yet, there is a certain academic consensus that EU external policies in the area did not live up to their original expectations, insofar as little progress was made to accomplish the proclaimed goals while the implementation of structural reforms proved to be extremely problematic. These deficiencies in EU Mediterranean policies are symptomatic of what is a greater challenge in EU external policy-making: the struggle for implementation. This book analyses the implementation of the European Neighbourhood Policy in the Mediterranean, focusing on specific programs financed under the European Neighbourhood Policy Instrument in the years before and after the Arab uprisings. Building on a comparative analysis of two Maghreb countries, Tunisia and Morocco, it provides an in-depth investigation on the role of domestic actors in constraining or providing points of opportunity for the implementation of the ENP. The book presents new empirical data and, by focusing on the role of local actors in the neighbouring countries, it offers interesting insights not only into the ENPI complex processes of implementation, but also on the challenges of the E U in the region and the state of relations with the Southern neighbourhood. This chapter introduces the concept of ecosystem services in agriculture by classifying and comparing different types of farming. It distinguishes fossil-fuel-based and ecosystem-based systems. Agroecology and integrated farming are two ecosystem-based systems. Their principles and characteristics are defined. Their implementation often requires a recapitalization of ecosystems in soil organic matter and ecological infrastructures. As scientific activities, they are often involved in action and based on a holistic and participatory approach with pilot farms. Examples of this type of research activities are presented. Changes are needed in Belgian and European agricultural systems notably because they are based on massive use of fossil fuels and imports of animal feed from other continents. In addition to expected price increases of these inputs, a self-sufficiency rate is desirable. Intensive systems also have a negative impact on the environment. Policy options are proposed for implementing a fast transition to more agroecological systems.
