As the Cold War continued he came to regard economic foreign aid as a necessary sacrifice and dismissed all suggestions that the U.S. actually gave away billions of dollars in order to promote its own prosperity. Hoffman became convinced that foreign aid could promote peace and prosperity, especially through economic development in the poorer countries. As the first president of the new Ford Foundation, as a confidant of President Eisenhower, and as a top official of the U.N. Secretariat from the late 1950s to the early 1970s, Hoffman continued to confront the problems of the emerging Third World in a career that sheds light on the rise of the powerful development establishment and on its attitudes and policies.

Freedom and the Foundation is a study in depth of the first and most controversial of the tax-exempt foundations dedicated to research and public education in the field of civil liberties and civil rights: The Fund for the Republic. The story of its struggle for survival, as Mr. Reeves demonstrates, exemplifies the broader conflict between America’s liberal and conservative forces in the early 1950s. The Fund—created in 1952 by the Ford Foundation—was set up to explore possibilities for liberalizing American society at the very time when, under the hysterical goading of Senator Joseph McCarthy, the forces of repression had reduced dissent to a hoarse whisper. Reeves tells of the mounting criticism when, less than two years after the Fund’s launching, the noted educator and thinker Robert Hutchins became its president. He shows how, as the Fund attempted to follow its mandate under the leadership of Hutchins and his vice-president, W.H. Ferry, it encountered vociferous and persistent attack from powerful and entirely predictable sources, and became a magnet for all the political crosscurrents of the day. With a subtle feeling for the atmosphere of the McCarthy era, the author carries the reader into the Fund’s first crisis, when it was brought before HUAC by the superpatriotic organizations and its other ultraconservative enemies. This seventh and final volume of The Papers of George Catlett Marshall covers the last ten years of Marshall’s life, when he served as secretary of defense from September 1950 to September 1951 following a year as American Red Cross president. Dramatic swings in fortune for US and UN forces in Korea consumed him as defense secretary, yet Europe remained Marshall’s strategic focus and with it the establishment of a NATO military command, efforts to convince the French to accept German rearmament, congressional approval for a major US military buildup, and a Mutual Security Program for America’s allies. Marshall also participated in the decision to relieve General Douglas MacArthur, sparking public uproar and a Senate investigation. Marshall remained active and honored in retirement, particularly in 1953, when he led the US delegation to the coronation of Queen Elizabeth II and then became the first professional soldier to win the Nobel Peace Prize, a tribute to the Marshall Plan. Through it all, he maintained an extensive correspondence with national and international leaders.
