The focal point of this study, first published in 1991, is to investigate the effect of growth patterns on inflation and the distribution of income through inductive examination of the particular experiences in Korea and Taiwan. Both countries are regarded as models of successful industrialization, but contrast significantly in the matter of their development strategy yielding a more equitable distribution of income, along with a moderate inflation from the benefits of economic growth. Korea experienced considerable rates of inflation and a worsening of the distribution of income, while Taiwan avoided both economic evils. This book analyses how Taiwan's economy managed to reconcile growth with inflation and distribution and why Korea could not achieve similar performance.

The rapid growth of Taiwan's postwar miracle economy is most frequently credited to the leading role of the state in promoting economic development. Megan Greene challenges this standard interpretation in the first in-depth examination of the origins of Taiwan's developmental state. Greene examines the ways in which the Guomindang state planned and promoted scientific and technical development both in mainland China between 1927 and 1949 and on Taiwan after 1949. Using industrial science policy as a lens, she shows that the state, even during its most authoritarian periods, did not function as a monolithic entity. State planners were concerned with maximizing the use of Taiwan's limited resources for industrial development. Political leaders, on the other hand, were most concerned with the state's political survival. The developmental state emerged gradually as a result of the combined efforts of technocrats and outsiders, including academicians and foreign advisors. Only when the political leadership put its authority and weight behind the vision of these early planners did Taiwan's developmental state fully come into being. In Taiwan's combination of technocratic expertise and political authoritarianism lie implications for our understanding of changes taking place in mainland China today.

This book provides a comprehensive reassessment of the development of the economy of Pakistan since independence to the present. It employs a rigorous statistical methodology, which has applicability to other developing economies, to define and measure episodes of growth and stagnation, and to examine how the state has contributed to each. Contesting the orthodox view that liberalisation has been an important driver of growth in Pakistan, the book places the state at the centre of economic development, rather than the market. It examines the state in relation to its economic roles in mobilising resources and promoting a productive allocation of those resources, and its political roles in managing the conflict inherent in economic development. The big conclusions for economic growth in Pakistan are that liberalisation, the market and the external world economy in fact have less influence than that of the state and conflict. Overall, the book offers analyses of the different successive approaches to promoting economic growth and development in Pakistan, relates these to medium-term economic outcomes - periods of growth and stagnation - and thereby explains how the mechanisms by which the state can better promote growth and development.
