This study uses a bottom-up model to evaluate 63 measures to reduce greenhouse gas emissions from household electricity, industry, power generation, and transport. It finds potential for emissions reduction by 53% in 2050, and that much of this reduction can occur at low or negative financial costs. Moreover, these measures are found to ultimately lead to faster and more inclusive economy-wide growth. Policy measures are identified to help realize the modeled potential.

Climate change is set to have profound effects on Vietnam's development. With nearly sixty percent of its land area and seventy percent of population at risk of multiple natural hazards, Vietnam globally is among the most vulnerable countries to both chronic and extreme events. At the same time, as Vietnam's economy grows, the country is becoming a significant emitter of greenhouse gases. While Vietnam's absolute volume of emissions is still small compared to that of larger and richer countries, emissions are growing rapidly and disproportionate to its economy size. The transport sector plays a critical role in these recent trends. This study aims to set out a vision and strategy for climate-smart transport, in order to minimize the carbon footprint of the sector while ensuring its resilience against future risks. The analytical findings and recommendations are presented in two volumes of the report. The first volume provides how Vietnam can reduce its carbon emissions by employing a mix of diverse policies and investments, under varying levels of ambition and resources. The second volume provides a methodological framework to analyze network criticality and vulnerability, and to prioritize investments to enhance resilience.

This study assesses how the growth of the Philippines can be made climate friendly through a detailed modeling approach that draws on extensive national stakeholder input. The Philippines currently has a low level of per capita greenhouse gas emissions. However, emission levels are growing at an increasing rate, with 4% annual growth between 2006 and 2012. The country's energy system is becoming more carbon intensive to satisfy escalating energy demand caused by strong economic growth. This study assesses how the Philippines can take a low-carbon pathway by drawing on detailed modeling of the power, residential, and transport sectors. It identifies low-carbon development options that can be deployed at approximately zero net cost to reduce energy sector greenhouse gas emissions by 70% by 2050. With energy use levels still low, the country has an opportunity to follow a low-carbon development trajectory--if action is taken soon.

This report focuses on promoting low-carbon rice production systems in Vietnam. There are many sources of greenhouse gas (GHG) emissions within the agricultural sector in Vietnam, including along value chains and within the whole agri-food context. However, because rice production is so important to the country and to emission reductions in agriculture, this report focuses on known actions that can be rapidly upscaled, along with other complementary actions to reduce GHG emissions from rice production systems. Some options have been piloted in Vietnam and require significant upscaling at the farm-level. The Federal Government of Nigeria has adopted Vision 20: 2020--an ambitious strategy to make Nigeria the world's 20th largest economy by 2020. In the absence of policies to accompany economic growth in key carbon-emitting sectors with a reduced carbon footprint, emission of greenhouse gases could more than double in the next two decades. To evaluate how to achieve the objectives of Vision 20: 2020 with reduced carbon emissions, the Federal Government of Nigeria and the World Bank undertook a multiyear program of analytical work. The summary results of this program are contained in a separate book (published in the World Bank's "Directions in Development" series) entitled Low-Carbon Development: Opportunities for Nigeria, which concludes that Nigeria can achieve its development objectives, while stabilizing emissions at 2010 levels and providing domestic benefi ts on the order of 2 percent of GDP. This volume is a collection of the background technical reports on the four sectors of inquiry: agriculture and land use, oil and gas, power, and transport. It contains details on the data, methodology, and assumptions used throughout the analysis. For agriculture and land use, the study team developed an agriculture production growth model, which permits the evaluation of sector emissions in both a reference and a low-carbon scenario. The study fi nds that low-carbon practices have signifi cant potential to make the sector more productive and more climate-resilient. For the oil and gas sector, the analysis assesses the potential of accelerated phase-put of gas fl aring, reduction of leakages, and increased energy effi ciency in the operation of facilities, to both reduce the sector's emission and contribute to the industry's net revenues and growth. The analysis of the power sector shows how the country can expand power generation and broaden access to electricity while reducing associated emissions, through renewable energy, energy effi ciency, and lower-carbon technologies in thermal power generation. Finally, this analysis assesses the expected growth in CO2 emissions from on-road transport under a normal business development scenario up to the year 2035, and it identifi es actions at national and local levels that would reduce this growth, resulting in fuel economies, better air quality, and reduced congestion. Assessing Low-Carbon Development in Nigeria: An Analysis of Four Sectors outlines several actions that the Nigerian government could undertake to facilitate the transition to a low-carbon economy.

Vietnam has made remarkable economic progress over the past 30 years; however, growth was supported by increasing reliance on coal-based energy. The energy sector would continue the expansion of coal-based energy with the significant increase in the installed capacity of coal power plants under previous plans. Vietnam has committed to achieving net-zero emissions by 2050 and gradually phasing out the use of coal for power generation. Selecting lower carbon pathways for the future growth of the energy sector requires the study of interdependencies of the power system through a robust analytical approach. The choice of decarbonization scenario should be based on a careful review of implications and opportunities at the sector level as well as more broadly at the level of the economy.
