This article focuses on counter-terrorism efforts against al-Qaeda in the Islamic Maghreb (AQIM) and the Group for the Support of Islam and Muslims (JNIM), its main confederation of combat units. Using literature on how terrorist groups end, the article analyses perspectives for AQIM and JNIM. It describes the conceptual distinction between insurgency and terrorism, and structures insights along six pathways of decline, namely reorientation, repression, decapitation, negotiation, failure or success. JNIM is currently fighting a large-scale insurgency in Mali, Niger and Burkina Faso, while policy responses remain grounded in the paradigm of counter-terrorism, not counter-insurgency. The search and destroy missions of recently terminated Operation Barkhane did not manage to secure areas, and tactical successes were offset by targeting errors and exactions, fuelling jihadist recruitment. Leadership decapitation – also a focus of future French counter- terrorist efforts - has proved ineffective. The option of negotiations merits further exploration, but France and the Sahelian countries diverge in their approaches. Bottom-up cease fires have improved local security in some areas, but risk benefiting AQIM in the long term. Finally, violent conflict between AQIM and the Islamic State in the Greater Sahara (ISGS) has hurt both groups, and their vulnerabilities to internal strife and the loss of public support could be leveraged more in counter-terrorism efforts.

This book explains how and why the Basque separatist armed group ETA decided to end its armed campaign against the Spanish state. The ETA’s armed campaign for Basque independence lasted fifty years and led to more than 800 casualties. This book analyzes the factors that led to ETA ending its campaign of violence in 2011, despite having yet to achieve its political objectives. It explains how the Basque pro-independence movement’s political leadership won an internal battle and brought ETA to a position in which abandoning violence was the only feasible choice. The work argues that the key factor leading to the cessation of violence was the loss of support for armed struggle within the pro-independence social base, and it examines why and how that support decreased so decisively. Written by a former journalist, the narrative is based on more than 30 interviews, including former members of ETA, Spanish judges, former ministers of the Spanish government, political leaders of all Basque political parties—from the Nationalist Left to the Partido Popular (PP)—and international mediators. Critical Terrorism Studies emerged around 2007, in the context of the rapidly intensifying War on Terror. Given the failings of today’s dominant counterterrorism strategy, is talking a viable policy option to transform conflicts marked by terrorist violence? When a country is threatened by an insurgency, what efforts give its government the best chance of prevailing? Contemporary discourse on this subject is voluminous and often contentious. Advice for the counterinsurgent is often based on little more than common sense, a general understanding of history, or a handful of detailed examples, instead of a solid, systematically collected body of historical evidence. A 2010 RAND study challenged this trend with rigorous analyses of all 30 insurgencies that started and ended between 1978 and 2008. This update to that original study expanded the data set, adding 41 new cases and comparing all 71 insurgencies begun and completed worldwide since World War II. With many more cases to compare, the study was able to more rigorously test the previous findings and address critical questions that the earlier study could not. For example, it could examine the approaches that led counterinsurgency forces to prevail when an external actor was involved in the conflict. It was also able to address questions about timing and duration, such as which factors affect the duration of insurgencies and the durability of the resulting peace, as well as how long historical counterinsurgency forces had to engage in effective practices before they won.
