Parents worried that their children would be marginalized by their peers at school. They gave examples in which they were singled out because of their gender, race, ethnicity, sexual orientation, language, religion, or disabilities. They identified others who were picked out because of their family’s income, immigration status, association with the armed services, or attitudes towards medical issues. The parents were assured that changes were in the works to protect marginalized students. They reviewed changes to curricula, instruction, textbooks, disciplinary strategies, counseling techniques, tests, school-sponsored events, school terminology, athletic competitions, restroom policies, dress codes, disability policies, and extracurricular activities. Many parents had confidence in these changes. However, some were skeptical. The two groups argued with each other at local schoolboard meetings. They escalated their arguments after attracting the attention of journalists, scholars, and elected officials.

This book surveys the exclusion of students with disabilities from obtaining an appropriate education in the early history of the nation to the current time. It finds that in spite of the tireless efforts of parents, advocates, court legislations and federal mandates, students with disabilities especially minority students and second language learners, still continue to be deprived of an appropriate education. Research conducted in a mid-sized urban school district in Southern California found that teachers recommendation of minority students and second language learners for special education referral was not in compliance with state and federal mandates. Even though there was an honest effort by both federal and state governments to improve the quality of education for children with disabilities this was not occurring at the school level. They still continue to be deprived of the opportunity for an education in the regular education setting and become candidates for referral to special education.

Young adulthood - ages approximately 18 to 26 - is a critical period of development with long-lasting implications for a person's economic security, health and well-being. Young adults are key contributors to the nation's workforce and military services and, since many are parents, to the healthy development of the next generation. Although 'millennials' have received attention in the popular media in recent years, young adults are too rarely treated as a distinct population in policy, programs, and research. "The contents of this book are extremely timely as more US public schools are moving to "push-in" programs for their English Learners (ELs) or following the increasing trend to launch DL programs as a way to offer instruction support for ELs. In this book, the authors use culturally and linguistically diverse (CLD) families as an umbrella term to discuss ESL and DL families. This book is intended to reach ESL teachers, content-area teachers teaching ELs, dual language teachers, administrators, and school personnel who work and support CLD parents. Despite the varied instructional approaches to addressing ELs needs, limited scholarship exits on the marginalization of CLD parents as leaders in the decision-making processes of today's schools. This book examines the divisive practices of existing parental involvement models that prevent parental engagement in ESL and DL contexts; the importance of addressing parental engagement amidst current political discourse surrounding immigration that further alienates EL parents; and the need for more proactive, action-based models that identify contributions of parents and community partners.
