Pakistan at Seventy-Five investigates the countrys multi-layered issues in the context of a post-colonial polity marked by diversity, heterogeneity, stratification and volatility. This wide-ranging discourse engages with diverse formal and informal actors as markers of identity, historical events and social conditions, as well as global geo-political and neo-colonial centreperiphery relations that shape narratives about the nation and the constructions of a sense of belonging. The editors and contributors utilise multi-faceted and multi-layered approaches, focusing on (1) identities, and questions of diversity and pluralism; (2) horizontal and vertical technologies and geographies of power related to questions of trust, legitimacy, participation, and governance; and (3) the distribution, deprivation and vulnerability of sociocultural, political, and human resources. This book analyses the paradoxes of Pakistan’s economy, meritocratic domestic policy, and the role of the state and the civil society. It argues that the transition in the county’s foreign policy from geo-politics to geo-economic depends on a fundamental domestic policy transition from kleptocracy to meritocracy. Civil Society and Pakistan’s Economy discusses how the prevalence of rent-seeking practices has undermined merit-based practices by increasing the cost of doing business and converting public loss into private profit by awarding inappropriate subsidies and imposing regressive taxes. This Selected Issues paper provides an overview of social safety nets (SSNs) in Pakistan and uses a frontier analysis approach to assess their efficiency in reducing poverty and inequality. SSNs in Pakistan were significantly strengthened over time but remain small against regional and emerging markets’ averages. The analysis suggests that stepping up public expenditure in SSNs is needed to alleviate still high poverty and inequality. To this end, finalizing the update of the Benazir Income Support Program beneficiaries’ database, broadening its coverage, and stepping up educational transfers is key. In parallel, continuing the energy subsidies reform would create fiscal space to strengthen SSNs and priority social spending.
