"The Maintenance Managers Guide has been developed for those organizations responsible for maintenance and related services that are required to support ERDA's multiprogram laboratories, energy research centers, and specialized program installations. Although not directive in nature, the guide does represent ERDA's view of the basic elements needed to comply with the policies and objectives of ERDAM 5401, ''Maintenance of Property.'' The guide begins with a brief discussion and outline of a Maintenance Management By Objectives Program designed to promote and recognize improvements in maintenance performance. The M.B.O. program is based on the maintenance organization's documented plan as mentioned in section 036 of ERDAM 5401. Implementation of this program is expected at each ERDA installation. The remaining sections of the guide briefly cover proven techniques that should be seriously considered by those organizations not yet utilizing them. Of course, the size of a maintenance department is a qualifying factor in determining applicability. General criteria and specific statements are included to guide the manager in deciding which methods are best suited to his particular organization. The treatment of techniques recommended herein is intended to distinguish between ''having a system'' and ''effectively employing a system.'' Hopefully, the material will generate ideas or concerns that will be addressed in the organizations' plans for improvement."--p. 3.
