This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. A detailed investigation of civil–military relations in Indonesia, this book will be of interest to scholars in the fields of Southeast Asian studies and Asian politics, and more generally to those interested in civil–military relations, military politics, and MOOTW.

Major Tony Pfaff, a former Assistant Professor of Philosophy at the United States Military Academy, addresses an important source of much of the confusion that currently surrounds many of the Operations Other Than War (OOTW) that the military finds itself participating in with increasing frequency. The author points out that, though the source of this confusion is primarily ethical, it has important operational implications as well. In the Just War Tradition, as well as the Law of War, there has always been a tension between winning and fighting well, and the peacekeeping environment does not change this. Commonly, the resolution of this tension is expressed in the maxim: always use the least amount of force necessary to achieve the military objective. This maxim applies, regardless of what environment one is in. The author's contention is, however, that the understanding of necessary is radically different in the peacekeeping environment than it is in more conventional operations. Failure to understand this results in a great deal of confusion as soldiers try to apply an ethic designed for dealing with enemies in environments where there are none.

The assembled authors, under the assured editorial hand of Sandra Doyle, bring forward a series of episodes that demonstrate the evolving and increasingly important nature of maritime coalition operations around the world. Beginning with a look at maritime interception operations in the Arabian Gulf during Operations Desert Shield and Desert Storm, this work moves forward through the post-Cold War era to include recent operations in the Middle East and central Asia. Written from a multinational point of view, the analysis suggests that nations, even superpowers, are increasingly dependent upon each other for support during major combat operations and that only by frequent consultation, exercises, cooperation in technology development, and understanding of force structure capabilities will future maritime coalitions be successful.
