Operational Logistics: The Art and Science of Sustaining Military Operations explores military logistics in terms of the theoretical foundations of operational logistics (OpLog) and its applications. The theoretical foundations are examined with regard to two dimensions. First, the artistic or qualitative aspects of contemporary logistics are looked at in the context of the operational level of war. These OpLog aspects include principles, imperatives and tenets, which are stated and analyzed. The second dimension relates to the scientific aspects of logistics. It is manifested by a formal network model that represents the structural and operational features of an OpLog system. Hence the book examines both artistic and scientific dimensions of military logistics and integrates the respective qualitative and quantitative aspects into a unified and definitive presentation of operational logistics. Chapter 1 presents a general introduction to military logistics. Chapter 2 discusses the general structure and characteristics of logistics and describes its three levels - strategic, operational and tactical. Chapter 3 focuses on Operational Logistics (OpLog). This monograph examines three World War II campaigns. The 1941 German Operation Barbarossa (Central Army Group), Soviet Belorussian Campaign of 1944, and Soviet invasion of Manchuria in 1945 are used to illustrate five operational logistics tenets: line of support, staging, altering lines of communication, sustainment priorities, and force expansion. The doctrinal analysis compares current U.S. logistics doctrine adequately addresses the operational level of logistics. Conclusions derived from this study include: the five tenets are valid, but a sixth, logistical preparation, is needed. U.S. Army doctrine needs to address operational level logistics more completely. This monograph concludes that greater understanding of operational level logistics is required. Understanding can be increased by teaching operational level logistics in the logistical schools and expanding logistical field manuals to include application and planning of logistics at the operational level of war.

Our nation is engaged in a broad array of military operations that is driving significant changes in the way we train, fight, and execute missions - from humanitarian assistance to major combat. In turn, those changes require a fundamental revaluation of the way we deploy, support, and sustain those operations. There is a pressing need to develop a framework for joint logistics management at the operational level to enhance the synchronization and effectiveness of logistics support. This framework must be based on a set of imperatives and enablers that, when considered and properly established and used, offers the greatest possible freedom of action for the joint force commander (JFC) as well as our interagency and multinational partners. Military logistics support extends from the strategic level in the national industrial base to the tactical level, where "beans, bullets, and black oil" are delivered on time, at the right place, and in the right quantity. Operational-level logistics links strategic resources with tactical units, enabling force closure, sustainment, reconstitution, and redeployment of forces. This article highlights a set of joint logistics imperatives and enablers that would facilitate the integration of joint operational-level logistics management. It also presents several joint (operational-level) logistics management options and briefly covers Department of Defense (DOD) actions now under way to enhance joint logistics capabilities. We focus on the operational level because we believe this is where enhancements to joint logistics offer the greatest opportunity for the JFC; choosing the best management structure for a given mission is a critical component of the overall logistics effort. We have intentionally avoided use of the term theater because it suggests geographic boundaries that do not seem appropriate for modern logistics management.

Operational logistics provides the connection between the strategic and tactical ends of the logistic continuum. It is also critical to the massing and sustainment of combat power in a theater of war or theater of operations. Existing literature on logistics is typically focused on either broad strategic concepts or detailed tactical tasks. Since the services are responsible for the logistic support of their forces, the role of logistics at the operational level and the part played by the operational commander are not particularly clear. This paper identifies and discusses the three key logistic pillars of preparing the theater, organizing the force, and managing resources at the operational level of war. In doing so, it provides a basis for understanding the critical role played by the joint force commander in orchestrating the logistic support of his campaign or major operation.
