Openness and development are key words of central importance in describing the dynamism within the present world economy. Openness denotes the entire process of internationalization and liberalization now underway in the commodity markets, factor markets and financial mar kets. Today there is hardly anational economy or company left which can afIord to ignore international dependencies. In the broadest sense of the word, development encompasses an those dynamic endogenous economic processes which create prosperity and a high standard of living via inno vation and structural change. Modem economic research has shown that both of these fields of economic causalities - which are themselves afIected by a wide variety of interdependencies - detennine the economic destiny of the national economies and of their actors in the industrial, newly industrializing, transitional and developing countries. The present volume focuses on the significance of these two key words while conveying, at the same time, an impression of the broad spectrum of related issues. It contains papers written by economists working at uni versities and research institutes as well as papers submitted by "economic practitioners"; the latter, in particular, provide valuable insights on current issues by taking account of theoretical and practical considerations. Whereas the papers printed in Part I analyze their subjects from a general perspective, the emphasis in Part TI is on specific regional aspects. Part I begins with a theoretical-empirical study on the development of foreign trade.

The global financial crisis triggered a broad reassessment of economic integration policies in developed and developing countries worldwide. The crisis-induced collapse in trade was the sharpest ever since World War II, affecting all countries and all product categories. A huge shock to the trading system, combined with severe macroeconomic instability, makes it natural for policymakers to call into question the basic underlying assumptions of trade liberalization and openness. In particular, outward-oriented or export-led growth strategies are being reassessed as openness is increasingly associated with greater volatility. However, it is crucial not to lose sight of the dynamic benefits that openness can offer. Examples include technology transfer, increased competitive pressure that reduces markups and improves efficiency, and economies of scale. The real question is how to manage outward-oriented strategies so as to maximize the benefits of openness while minimizing risks. This book aims to contribute to this important and ongoing policy debate, bringing together recent empirical work on the trade collapse, its causes and consequences, and the broader trade policy agenda in the post-crisis environment. It addresses critical policy issues revolving around the topic of outward-oriented growth strategy, including policy instruments that help manage risks associated with outward-orientation, lessons learned from the crisis for particular countries and regions, and how emerging trade policy issues such as climate change, commodities, global production networking, and migration affect the prospects for recovery and outward-oriented growth.

To what extent are terrorism and development related? What are the relative weights of the economic, political, and social aspects of development? What is the development impact of different responses to terrorism? This volume addresses these crucial questions, synthesizing what we know about the development links with terrorism and pointing out what we do not. Contributors to this volume examine the economic and fiscal costs of terrorism and the response to terrorism. They conclude that the economic costs of terrorism in rich countries are low, relative to the economic costs of combating terrorism; both are likely high in poor countries. They also report evidence on how development affects terrorism. This work supports the hypothesis that political development - political openness and the quality of government - is inversely associated with the emergence of terrorist organizations, but not that poverty per se is directly responsible for terrorism.

The role of parents in shaping the characters of their children, the causes of violence and crime, and the roots of personal unhappiness are central to humanity. Like so many fundamental questions about human existence, these issues all relate to behavioural development. In this lucid and accessible book, eminent biologist Professor Sir Patrick Bateson suggests that the nature/nurture dichotomy we often use to think about questions of development in both humans and animals is misleading. Instead, he argues that we should pay attention to whole systems, rather than to simple causes, when trying to understand the complexity of development. In his wide-ranging approach Bateson discusses why so much behaviour appears to be well-designed. He explores issues such as ‘imprinting’ and its importance to the attachment of offspring to their parents; the mutual benefits that characterise communication between parent and offspring; the importance of play in learning how to choose and control the optimal conditions in which to thrive; and the vital function of adaptability in the interplay between development and evolution. Bateson disputes the idea that a simple link can be found between genetics and behaviour. What an individual human or animal does in its life depends on the reciprocal nature of its relationships with the world about it. This knowledge also points to ways in which an animal’s own behaviour can provide the variation that influences the subsequent course of evolution. This has relevance not only for our scientific approaches to the systems of development and evolution, but also on how humans change institutional rules that have become dysfunctional, or design public health measures when mismatches occur between themselves and their environments. It affects how we think about ourselves and our own capacity for change.
