Book Description
Excerpt from On the Evils of Disunity in Central and Local Administration: Especially With Relation to the Metropolis and Also on the New Centralisation for the People, Together With Importance in Codification and in Legislative Procedure The outlook of legislation by Parliament, as tending to constitutional disintegration appears to render it incumbent on me to submit principles of amendment, conducive to unity and economy, founded on official experiences and observations during half a century. I had prepared the following papers with that object, and was waiting an opportunity to submit them when the movement arose, with general public support, for a closer union with our widely expanding Colonies. To that great object, the existing conditions of home legislative disunity, and as it appears to me of disintegration, must present serious obstructions, and I would invite the attention of the promoters of federal union to the principle of legislation, and of administration for which I contend as eminently conducive to it, and indeed as necessary to its attainment, as well as to the more immediate improvement of home legislation and home administration. I hope that the statement of the home experiences of the evils of local disunity may be of service for their avoidance by Colonial statesmen. The papers were written on separate occasions and contain repetitions, but those repetitions are with variations, and those variations are submitted for additional consideration. Book Description
"When and how did public health become modern? In Governing Systems, Tom Crook re-examines this key question in the context of Victorian and Edwardian England, long regarded as one of the 'homes' of modern public health. The modernity of modern public health, Crook argues, should be located not in the rise of a centralized, bureaucratic and disciplinary State, but in the contested formation and intricate functioning of systems of governing, from the administrative to the technological. Equally, we need to embrace a dialectical understanding of modern governance, one that is rooted in the interaction of multiple levels, agents and times. Theoretically ambitious, but empirically grounded, Governing Systems will be of interest to historians of modern public health and modern Britain, as well as anyone interested in the complex gestation of the governmental dimensions of modernity"--

Book Description
Financing Medicine brings together a collection of essays dealing with the financing of medical care in Britain since the mid-eighteenth century, with a view to addressing two major issues: Why did the funding of the British health system develop in the way it did? What were the ramifications of these arrangements for the nature and extent of health care before the NHS? The book also goes on to explore the 'lessons' and legacies of the past which bear upon developments under the NHS. The contributors to this volume provide a sustained and detailed examination of the model of health care which preceded the NHS - an organization whose distinctive features hold such fascination for the scholars of health systems - and their insights illuminate current debates on the future of the NHS. For students and scholars of the history of medicine, this will prove essential reading.

Book Description
This book traces the development of community development/organization as it evolved separately in Britain and the United States, and how the social and political situations in each country determined the various shapes and directions it took. In presenting a comprehensive history of the subject, Community Organization and Development draws on local and international factors that have helped to shape its application and fortunes across varied settings. Recent economic and social pressures, the changing demographics of developed economies, and the rise of social and cultural diversity all contribute to the need for a comprehensive model that can be deployed to effect the necessary social changes required for sustained change with stability. The history of this intervention technique throws up many examples from which insight can be gained for the present time, and Wales is used as an example of how national policy and local development could be combined for maximum effect. Community development should become reliable and quantifiable, and the comprehensive model developed here demonstrates how and when it should be deployed.

Book Description
'Economists owe a great debt to Ekelund and Price for making us aware of Edwin Chadwick's seminal contributions. Chadwick lived in the middle of the 19th century, but he anticipated many of the theoretical and practical advances that culminated in the law and economics revolution of the late 20th century. These include Coase's analysis of social cost and Demsetz's proposal for franchise bidding in natural monopolies. Read the summary of Chadwick's ideas about railroads and consider that Britain adopted many of them but only more than a century later (while the US continues to wallow in ignorance). The book is full of similar examples where Chadwick's prescience is extraordinary. Economists, legal scholars and practitioners, especially those working at the intersection of law and economics, will want to read this book.' – Sam Peltzman, University of Chicago, US Sir Edwin Chadwick (1800–1890) is hardly a household name among economists, although he is a well-known hero to sanitation engineers and utilitarian social reformers. His brilliant and cunning ideas relating to contemporary economic policy are illuminated for the first time in this pioneering study. The authors detail Chadwick's sophisticated conceptions of moral hazard, common pool problems, asymmetric information, and theory of competition, all of which differ starkly from those promulgated by Adam Smith and other classical economists. Also examined are Chadwick's views on government versus market role in dealing with problems created by natural monopoly, and whether some or all market problems justify government regulation or alterations of property rights. The authors investigate Chadwick's utilitarian approach to labor, business cycles, and economic growth, contrasting his modern view with those of his classical economic contemporaries. Chadwick's enormous output and cutting-edge methods undoubtedly establish him as an original and trenchant thinker in economic matters as well as a prophetic voice on contemporary issues in economics. This unique look at his less familiar research will interest academic regulatory economists, sociologists, students and scholars of law and economics, and all those interested in the fundamentals of social reform.
