Southeast Asia constitutes one of the world's most extended rainforest regions. It is characterized by a high degree of biodiversity and contains a large variety of endemic species. Moreover, these forests provide a number of important and sin gular ecosystem services, like erosion protection and provision of high quality wa ter, which cannot be replaced by alternative ecosystems. However, various forms of encroachment, mostly those made by human interventions, seriously threaten the continuance of rainforests in this area. There is ample evidence that the rainforest resources, apart from large scale commercial logging, are exposed to danger particularly from its margin areas. These areas, which are characterized by intensive man-nature interaction, have been identified as extremely fragile systems. The dynamic equilibrium that bal ances human needs and interventions on the one hand, and natural regeneration capacity on the other, is at stake. The decrease of rainforest resources is, to a sub stantial degree, connected with the destabilization of these systems. Accordingly, the search for measures and processes, which prevent destabilization and promote stability is regarded as imperative. This refers to both the human and the natural part of the forest margin ecosystem.

This report provides an overview of the context for REDD+ in Papua New Guinea. It describes the main drivers of deforestation and degradation, the institutional and political economic context within which REDD+ is being developed, and maps the evolution of a national REDD+ strategy and associated policy and legislation during 2008–2012. It highlights the opportunities and challenges of developing policies that can provide climate-effective, cost-efficient and equitable REDD+ outcomes for Papua New Guinea. Papua New Guinea’s system of customary land tenure provides both enormous opportunities and challenges for REDD+. Gaining the free, prior and informed consent of customary landowners who own the forests that REDD+ initiatives are designed to protect and developing equitable benefit-sharing mechanisms will be a key challenge. Corruption and a lack of transparency and accountability within the government are significant problems for the country to overcome. Political instability and capacity constraints within the public service also pose challenges to the smooth and steady development and implementation of REDD+ policies. While there appears to be a growing national discourse around good governance and anti-corruption, a complex political economy has thwarted many previous attempts at forest policy reform in the country and REDD+ is likely to face significant opposition from those who currently benefit from the unsustainable exploitation of the country’s forests. But the outlook for REDD+ in Papua New Guinea need not be pessimistic. Many different stakeholder groups including government agencies, civil society organisations, donors, private sector actors and research institutes support the concept of REDD+ in Papua New Guinea. Despite some early missteps in terms of broad stakeholder engagement and national ownership over the policy process, the government has shown genuine progress in developing a transparent and accountable governance structure that can, and is, incorporating the perspectives of multiple stakeholders. Occasional Papers contain research results that are significant to tropical forest issues. This content has been peer reviewed internally and externally. Several studies have analyzed the situation of the forestry sector in Ecuador, with different focus. For instance, Owen and Thiel (2006) assess the influence of policies on the economic dynamics of the forestry sector. Ibarra et al. (2008) explore the implications of forestry legislation in small-scale forest management by smallholders. Añazco et al. (2010) adopt a more comprehensive perspective to consider the current problems faced by the forestry sector and indicate the challenges to advance towards sustainable forest management. Unlike these, the analysis here is centered in the dynamics of timber harvesting in the Amazon undertaken by smallholders, colonists and indigenous people, and their relations with the domestic timber market. The most relevant studies on related issues were focused on describing the internal uses and trade flows of timber (Wunder, 1996), as well as the timber value chains with a national perspective (Ministerio del Ambiente del Ecuador, 2011).
