This book includes a study of the history of mine warfare at sea from the earliest days to the present time. It will be of interest to military lawyers & to all those concerned with the conduct & control of warfare. At the technical level, it is intended for laymen. While there is a chapter dealing with many technical matters relating to both mine warfare at sea & mine countermeasures, the sole purpose of that chapter is to give the non-technician, whether naval officer or civilian, a basic understanding of various categories of sea mines & their accessories & of mine countermeasure gear. It assumes that, like the author, the reader will have a minimum of electrical & mechanical knowledge. However, it is believed that after finishing this volume the reader will have a much better understanding of the part that mines have played in warfare at sea in past conflicts as well as the part they may be expected to play in any future conflict. This book critically examines the possible dilution of the neutrality principle of the International Committee of the Red Cross (ICRC) in internal armed conflicts. It begins with the proposition that the intervention of ICRC in internal armed conflicts led to compromises in neutrality, and questioned the autonomy and independence of the organization. The book also argues that the field operations of the international humanitarian organizations during internal armed conflicts are dependent on the authority exercised by the state in whose territory the conflict persists. The ICRC’s involvement in Sri Lanka and Sudan provides empirical support to validate these propositions and arguments. The cases also show that for the ICRC, it is hard to be neutral and impartial in situations of internal armed conflicts and such conflicts present formidable challenges to maintain its organization autonomy as well. The larger purpose of the book is to contribute to the policy re/formulation of the international humanitarian organizations in internal armed conflict, the most significant challenge in the field at present.

When states’ survival is at stake, do states behave according to norms, do states refrain from using certain weapons based on norms against their use? Adachi presents a comprehensive analytical framework for analysing norm dynamics, incorporating the existing literature, while expanding the norm life cycle model to address contestation of, resistance to diffusion of, and disappearance of norms. He also examines the changing nature of international society, and how the evolving characteristics of this society change how norms are shared.
