The foundation of the Munitions Ministry was a revolutionary step, coinciding with the 'shells scandal' in which the failure of a series of British attacks: Neuve Chapelle, Aubers Ridge, Festubert and Loos - was blamed on inadequate supplies of munitions. A press outcry was followed by questions in Parliament which threatened to bring down the Government. The Ministry was set up in response. Previously, the War Office had been responsible for designing, ordering and inspecting ammunition factories and stores. But a year of war on a scale never foreseen, the creation of armies larger than ever contemplated, and the demand for unprecedented quantities of matériel showed the absolute necessity of providing centralised direction of mass war production. The Great War completely upset normal industrial conditions. Preparing this history of the Ministry of Munitions was started during the War itself. It was felt that consulting the officials concerned whilst they were still in post was vital, particularly as many such posts were temporary, and while the questions with which the history would deal were vividly present in their minds. Investigating the employment of British aircraft against German submarines during the final years of the First World War, this new book places anti-submarine campaigns from the air in the wider history of the First World War. The Royal Naval Air Service invested heavily in aircraft of all types—aeroplanes, seaplanes, airships, and kite balloons—in order to counter the German U-boats. Under the Royal Air Force, the air campaign against U-boats continued uninterrupted. Aircraft bombed German U-boat bases in Flanders, conducted area and ‘hunting’ patrols around the coasts of Britain, and escorted merchant convoys to safety. Despite the fact that aircraft acting alone destroyed only one U-boat during the war, the overall contribution of naval aviation to foiling U-boat attacks was significant. Only five merchant vessels succumbed to submarine attack when convoyed by a combined air and surface escort during World War I. This book examines aircraft and weapons technology, aircrew training, and the aircraft production issues that shaped this campaign. Then, a close examination of anti-submarine operations—bombing, patrols, and escort—yields a significantly different judgment from existing interpretations of these operations. This study is the first to take an objective look at the writing and publication of the naval and air official histories as they told the story of naval aviation during the Great War. The author also examines the German view of aircraft effectiveness, through German actions, prisoner interrogations, official histories, and memoirs, to provide a comparative judgment. The conclusion closes with a brief narrative of post-war air anti-submarine developments and a summary of findings. Overall, the author concludes that despite the challenges of organization, training, and production the employment of aircraft against U-boats was largely successful during the Great War. This book will be of interest to historians of naval and air power history, as well as students of World War I and military history in general.

The First World War was above all a war of logistics. Whilst the conflict will forever be remembered for the mud and slaughter of the Western Front, it was a war won on the factory floor as much as the battlefield. Examining the war from an industrial perspective, Arming the Western Front examines how the British between 1900 and 1920 set about mobilising economic and human resources to meet the challenge of 'industrial war'. Beginning with an assessment of the run up to war, the book examines Edwardian business-state relations in terms of armament supply. It then outlines events during the first year of the war, taking a critical view of competing constructs of the war and considering how these influenced decision makers in both the private and public domains. This sets the framework for an examination of the response of business firms to the demand for 'shells more shells', and their varying ability to innovate and manage changing methods of production and organisation. The outcome, a central theme of the book, was a complex and evolving trade-off between the quantity and quality of munitions supply, an issue that became particularly acute during the Battle of the Somme in 1916. This deepened the economic and political tensions between the military, the Ministry of Munitions, and private engineering contractors as the pressure to increase output accelerated markedly in the search for victory on the western front. The Great War created a dual army, one in the field, the other at home producing munitions, and the final section of the book examines the tensions between the two as the country strove for final victory and faced the challenges of the transition to the peace time economy.
