In 1987, the former Chief of the Miami Police Department requested that the U.S. Department of Justice assist in determining the causes and remedies for drug corruption among police. His Department had been wracked with drug-corruption scandals, and had therefore come under national scrutiny. In response to this request, the Bureau of Justice Assistance selected the International Association of Chiefs of Police to conduct a fifteen-month study of six city police departments. Staff interviewed several hundred officers, and reviewed thousands of files, documents and procedures, to formulate the approach recommended in this monograph, of focusing on three main areas -- the applicant selection process; reinforcing high integrity values among individual officers; and effective anti-corruption programs to reduce the opportunities for corruption. This study also shows how departments differ in their ways of addressing each of these three areas, and includes a model to : assess which specific areas of a department must be improved, develop a proactive plan for making improvements, and monitor progress.

This report studies the impact of drug trafficking on police corruption in large cities with significant drug problems. Although GAO did not locate any central data sources that would allow it to reliably estimate the extent of police corruption or how much corruption is drug-related, the literature GAO reviewed, along with interviews with officials and academic experts, provided information on the (1) nature and extent of known drug-related police corruption in certain large cities; (2) factors associated with known drug-related police corruption; and (3) practices that have been recommended or implemented to prevent or detect drug-related police corruption.
