Studies on various themes connected with regional development show that most researchers construe the term `region' as denoting a `large' geographic unit. They do so even though in the context of regional development, regional problems may be examined in smaller geographic areas such as urban or rural localities. Research devotes little attention to socio-economic distinctions within peripheral and core regions, rather stressing disparities between regions. The few studies that have been conducted regarding disparities in growth of small towns in a region indicate a number of factors that may produce these disparities. Development policy for Israel's national peripheries is a salient example of a homogeneous development policy. Policy with respect to industrialization, housing, taxation, and other areas fails to take account of socio-economic differences among the localities within the peripheral regions.
