Abstract: Guidelines designed to assist state agencies with their fiscal Year 1980 plans for the Nutrition Education Training (NET) Program are presented. To be in accordance with current law, nutrition education programs must instruct students with regard to the nutritional value of food, train school food service personnel in all aspects of food service management, instruct teachers in nutrition education and develop related classroom materials and curricula. At the state level, these goals can be accomplished through ongoing needs assessment, setting goals and establishing priorities, establishing objectives, developing work plans, and evaluating their success. A sample state-wide work plan is provided.

Abstract: FY 1979 funding for states participating in the Nutrition Education and Training (NET) Program requires the state educational agency to submit an amendment to the approved FY 1978 state plan. The amended plan should consider the appropriateness and adequacy of the goals and accomplishments of the FY 1978 plan. FNS requirements and recommendations should also be included in the amended plan. A listing of required contents and recommendations for FY 1979, as well as detailed discussion of them, is included. Federal guidance on nutrition and diet is intended to reflect the state of the science and deliver the most reliable recommendations possible according to the best available evidence. This guidance, updated and presented every 5 years in the Dietary Guidelines for Americans (DGA), serves as the basis for all federal nutrition policies and nutrition assistance programs, as well as nutrition education programs. Despite the use of the guidelines over the past 30 years, recent challenges prompted Congress to question the process by which food and nutrition guidance is developed. This report assesses the process used to develop the guidelines; it does not evaluate the substance or use of the guidelines. As part of an overall, comprehensive review of the process to update the DGA, this first report seeks to discover how the advisory committee selection process can be improved to provide more transparency, eliminate bias, and include committee members with a range of viewpoints for the purpose of informing the 2020 cycle.
