Excerpt from Eighth Biennial Report of the State Highway Commission of North Carolina, 1929-1930 The surplus of revenue over and above the fixed charges and maintenance, according to the above es'timates, will leave available for the construction of new highways $1, 586, This amount added to the surplus from the present fiscal year will give the State Highway Commission a total con struction fund from State sources for the next two years of $4, 673 00, or a little more than a million dollars less than the available from the Federal Government. In order to obtain the Federal Aid money, it is necessary that it be matched at least with an equal amount of State money, andas a practical proposition experience has taught that it requires something more of State money than we obtain from the Federal Government. It is hoped that by a policy of most rigid economy that-the Commission will be able to save from maintenance and other expenditures enough money to at least equal the Federal Aid. According to a careful estimate recently made, it will require approximately of State and Federal funds to economically complete the con struction of the roads now on the State Highway System. Upon this basis less than one-third of this amount of money would be expended in the higher types of pavement.
