Entre el 5% y el 30% de los pacientes hospitalizados contraen una o más infecciones, muchas de las cuales se podrían evitar. En situaciones de crisis o de precariedad, el número de infecciones es todavía mayor, y algunos pacientes son reacios a acudir a los establecimientos sanitarios porque los más cercanos no están operativos o sufren cortes de agua y de electricidad o falta de suministros. Aunque se han elaborado orientaciones de acceso universal para respetar la higiene en la atención sanitaria, se necesitan directrices adicionales aplicables a situaciones de precariedad. En el presente documento se tratan específicamente las normas básicas de higiene del entorno que se deben cumplir en los establecimientos sanitarios de los países de ingresos medios y bajos, a fin de: evaluar la coyuntura imperante y programar las mejoras necesarias; como primer objetivo, elaborar y respetar unas normas básicas de seguridad; ayudar a elaborar y aplicar políticas nacionales en los países. Estas orientaciones están destinadas a responsables de la planificación y la gestión sanitaria, arquitectos, urbanistas, especialistas en agua y saneamiento, personal médico y de enfermería, cuidadores y demás personal sanitario, así como a promotores sanitarios.

Health care-associated infections (HAI) are one of the most common adverse events in care delivery and a major public health problem with an impact on morbidity, mortality and quality of life. At any one time, up to 7% of patients in developed and 10% in developing countries will acquire at least one HAI. These infections also present a significant economic burden at the societal level. However, a large percentage are preventable through effective infection prevention and control (IPC) measures.
