This book is testimony to the emergent nature of human security as an idea, as a useful construct and as an operational strategy. The aim is to showcase new directions that may enrich the human security agenda. Some human security discourse is still rooted in the traditional language of the aid-agency/UN development/economic growth models, often hostile to the corporate and business sector, and sometimes negligent of sustainability and climate change issues. Another limited and outmoded approach is an exaggerated focus on Western interventions, especially military ones, as a "solution" to problems in poor or conflict-prone areas. "Human Security" was introduced as a construct by the UNDP in 1994. The inherent combination of law-enforcement and people-centred humanitarianism has strived to provide an umbrella to both protect people from threats while empowering them to control their destinies. But with accelerating economic globalization and information flows there is a need to revisit the concept. A new paradigm of Sustainable Human Security is required. This book argues that proponents of a human security approach should welcome efforts to remove the barriers between enterprise, corporations, aid and development agencies, government agencies, citizen groups and the UN; and work towards multi-stakeholder approaches and solutions for vulnerable populations. Such an approach is clearly vital in responding to the imperatives of concerted action on issues such as climate change, HIV, terrorism, organised crime and poverty. The agenda may have changed, but it remains true that almost all human tragedies are avoidable. This book examines a number of global problems through the lens of human security and the needs of the individual: global governance; health; the environment and the exploitation of natural resources; peace and reconciliation; the responsibility to protect; and economic development and prosperity. In the latter case, the role of business in the human security pantheon is promulgated. There are many reasons why businesses may want to engage with the needs of vulnerable populations – not least the fact that companies cannot function without secure trading environments. In addition, there are growing demands for corporate responsibility and citizenship from markets, customers, shareholders, employees and, critically, communities. This book throws new light on the human security agenda. It will be essential reading for anyone involved in the debates on human security as well as for practitioners and scholars in international affairs, global governance, peace studies, climate change and the environment, healthcare, responsibility to protect and corporate responsibility.

This book develops a new theoretical framework for the study of security issues and applies this to the case of health. Building on the work of the ‘Welsh School’ of Security Studies, and drawing on contributions from the wider critical security literature, the book provides an emancipatory perspective on the health-security nexus – one which simultaneously teases out its underlying political assumptions, assesses its political effects and identifies potential for transformation. Security, Emancipation and the Politics of Health challenges conventional wisdom in the field of health and international politics by conceiving of health as a fundamentally political issue, and not merely as a medical problem demanding ‘technical’ solutions and arrangements. The book shows how political processes of representation underpin notions of health and disease through an examination of three key areas: the linkages between immigration and the fear of disease; colonial medicine; and the ‘health as a bridge for peace’ literature. This book provides a framework for analysing the interplay between securitisation and foreign affairs, reconnecting critical security studies with traditional IR concerns about interstate relations. What happens to foreign policymaking when actors, things or processes are presented as threats? This book explains state behaviour on the basis of a reflexive framework of insecurity politics, and argues that governments act on the knowledge of international danger available in their societies, but that such knowledge is organised by markedly varying ideas of who threatens whom and how. The book develops this argument and illustrates it by means of various European case studies. Moving across European history and space, these case studies show how securitisation has projected evolving and often contested local ideas of the organisation of international insecurity, and how such knowledges of world politics have then conditioned foreign policymaking on their own terms. With its focus on insecurity politics, the book provides new perspectives for the study of international security. Moving the discipline from systemic theorising to a theory of international systematisation, it shows how world politics is, in practice, often conceived in a different way than that assumed by IR theory. By the same token, by depicting national insecurity as a matter of political construction, the book also raises the challenging question of whether certain projections of insecurity may be considered more warranted than others. This book will be of much interest to students of critical security studies, European politics, foreign policy and IR, in general.

Shifting States draws on a rich history of anthropological theorising on all kinds of states – from the pre- to the post- industrial – and explores topics as diverse as bureaucracy, infrastructure, surveillance, securitization, and public health. As we enter the third decade of the twentieth century, there is a growing sense that ‘the state’ is in crisis everywhere. Although the nature of this perceived crisis varies from place to place, everywhere it is seen to have been caused by some combination of the inter-related forces of ‘globalisation’, of successive economic shocks, and of the rise of social media-fuelled populist movements.
