One of the principal objectives of New Delhi's 'Act East Policy' (AEP) is to strengthen India's contact with the ASEAN as well as with the countries in Southeast Asia. The pursuit is evolving and ever-growing, both institutionally and regionally. With a focus on ASEAN-centric cooperation, forging a closer multi-modal connectivity cooperation between India's bordering states and the immediate Southeast Asian countries has been one of the guiding principles of this engagement. Also, this engagement is becoming deeper with India aiming to extend the connectivity cooperation to the interior parts of the ASEAN region from the immediate neighbouring region of India. A renewed focus on engagement through increased cooperation in areas such as economic, political and security realms offers a positive future graph to the India-ASEAN engagement at present which is becoming one of the defining features of Indo-Pacific. With the possible conclusion of the Regional Comprehensive Economic Partnership (RCEP) in 2019-20, the regional economic architecture will move to a new level of maturity in which India would like to factor in its engagement strongly with the other countries. More importantly, it is in India's interests to further deeper cooperation with the ASEAN as an institution. The economic role of ASEAN's dialogue partners, especially that of China, will test India's relationship character with the ASEAN. How should India react to the evolving regional economic and security architecture around the ASEAN?Options for India are perhaps plenty. Yet, India needs to find strategic compatibility with most of the ASEAN dialogue partners - some of which are influential economic actors in the region - to position its strategic interests more coherently. South Korea (officially known as the Republic of Korea) is one of those prime actors with whom India must envision to have more policy convergence keeping the ASEAN framework in mind, and draw strategic compatibility in specific areas of cooperation and mutual benefit. This study examines India's growing engagement with the ASEAN and factors how India-South Korea could possibly cooperate within and outside an ASEAN framework. The study tries to establish policy convergence between India's Act East Policy (AEP) and South Korea's New Southern Policy (NSP), bilaterally and regionally, factoring the ASEAN and the countries around as the central focus of this cooperation.

The changes in the global environment such as the demise of the socialist system, initiation of globalization, the declining position of international organizations and reduction in the importance of forums like NAM have made it imperative for India to review its old foreign policy nuances. For long, India hardly regarded the countries of Southeast Asia and South Pacific as priority areas despite the latter's cultural, political, economic and strategic significance. India's engagement with the Association of Southeast Asian Nations (ASEAN) started with its Look East Policy in the year 1991. ASEAN has a membership of 10 countries, namely Brunei Darussalam, Cambodia, Indonesia, Laos PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. India became a sectoral dialogue partner of ASEAN in 1992 and full dialogue partner in 1996. In November 2001, the ASEAN-India relationship was upgraded to the summit level. Consequently, the latter had already registered impressive progress in the field of economy, strategy and cultural relations between India and ASEAN.

India's relations with ASEAN has surpassed the original contours of the Look East policy. ASEAN has been used by India as a springboard to reach out into the wider Asia-Pacific region. India's early diplomatic initiatives and the various steps through which she graduated to the Summit level with ASEAN are thoroughly analysed in this book. Association with the ASEAN has enabled India to gain accessto several regional and multilateral forums such as the ARF, East Asia Summit and ASEM. The interaction with ASEAN has fuelled greater dynamism to India's regional multilateralism in contrast to that by SAARC. Summit status with ASEAN (ASEAN Plus One) has enlarged India's involvement in many sectors, not just economic and political, of the member countries. The India-ASEAN Partnership Agreement (2004) laid out a broad canvass of inter sectoral engagement between the parties. The book discusses the potentialities and limitations of the cooperative areas chartered by the Partnership. This book is an exercise, by regional specialists, in assessing the different dimensions of India-ASEAN relations. As Asia-Pacific has become the foci of great power involvement, one cannot ignore the relevance of such involvement to the India-ASEAN relations. Included is, India's relations with the individual countries, ASEAN's affiliated bodies as well as the impact on India of great power relations, e.g. China.
