Networks are made up of organizations. Often a central unit, or "Network Administrative Organization" (NAO), manages an entire network of organizations that collaborate to achieve an overall network-level goal. Goal-directed networks are those that come together to achieve a shared objective, in addition to the individual organization-specific goals. This book’s focus is on the management of goal-directed networks. Despite the fact that formalized goal-directed interorganizational networks have become extremely popular in the public and nonprofit sectors, as many social problems require concerted action, publications on managing goal-directed networks do not exist. Advocacy organizations are viewed as actors motivated primarily by principled beliefs. This volume outlines a new agenda for the study of advocacy organizations, proposing a model of NGOs as collective actors that seek to fulfil normative concerns and instrumental incentives, face collective action problems, and compete as well as collaborate with other advocacy actors. The analogy of the firm is a useful way of studying advocacy actors because individuals, via advocacy NGOs, make choices which are analytically similar to those that shareholders make in the context of firms. The authors view advocacy NGOs as special types of firms that make strategic choices in policy markets which, along with creating public goods, support organizational survival, visibility, and growth. Advocacy NGOs' strategy can therefore be understood as a response to opportunities to supply distinct advocacy products to well-defined constituencies, as well as a response to normative or principled concerns.

Media accounts of Congress emphasize conflict and the failure of Congress to enact legislation. Rarely do we see accounts of the successful efforts of members of Congress and outside advocacy groups to pass legislation dealing with important and controversial issues. In Networks of Champions Christine A. DeGregorio identifies who in the U.S. House of Representatives took the lead in shepherding six major bills, dealing with welfare reform, drug control, international trade, farm policy, nuclear weapons testing, and assistance to the Contras, through Congress and how these champions of legislation worked with outside advocacy groups. DeGregorio finds that the champions of this legislation were drawn from a diverse group that included individuals both within and outside the formal hierarchy of leadership. The champions, who were not necessarily the prominent holders of important positions, are characterized by having knowledge of the subject matter, experience in the House, a facility for bargaining and compromise, the right committee assignments, and a commitment to hard work. DeGregorio traces how these groups become influential and how the groups affect the policy-making process. She finds a reciprocal process in which advocacy groups use champions to express their views while champions use the resources of advocacy groups to gain influence in the House. At the same time, social media ushers in a "noisy" information era that renders it more difficult for nonprofits to make their voices heard. This book seeks to unpack the prevalence, mechanisms, and ramifications of a new model for nonprofit advocacy in a social media age. The keyword for this new model is attention. Advocacy always starts with attention: when an organization speaks out on a cause, it must ensure that it has an audience and that its voice is heard by that audience; it must ensure that current and potential supporters are paying attention to what it has to say before expecting more tangible outcomes. Yet the organization must also ensure that advocacy does not end with attention: attention should serve as a springboard to something greater. Activists, particularly those based in the global South, have accumulated a wealth of experience in dealing with a range of transnational networks operating in diverse issue areas. New theoretical understandings have reflected this accumulating experience. As the twentieth century came to a close, the practice of global and transnational politics was undergoing a sea change. Understandings of its dynamics were changing along with the practice. Classic paradigms of international relations, which had focused almost exclusively on relations among nation-states, were being expanded to consider the impact of transnational civil society organizations. Recognition of the role of new nonstate actors in global politics was epitomized by the impact of Margaret Keck and Kathryn Sikkink’s Activists beyond Borders in 1998. Their framework is a foundational reference point for the analyses of recent and future trends that are set out in this book.
