Immigration is even more hotly debated in Europe than in the United States. In this pivotal work of action and discourse analysis, Riva Kastoryano draws on extensive fieldwork--including interviews with politicians, immigrant leaders, and militants--to analyze interactions between states and immigrants in France and Germany. Making frequent comparisons to the United States, she delineates the role of states in constructing group identities and measures the impact of immigrant organization and mobilization on national identity. Kastoryano argues that states contribute directly and indirectly to the elaboration of immigrants' identity, in part by articulating the grounds on which their groups are granted legitimacy. Conversely, immigrant organizations demanding recognition often redefine national identity by reinforcing or modifying traditional sentiments. They use culture--national references in Germany and religion in France--to negotiate new political identities in ways that alter state composition and lead the state to negotiate its identity as well. Despite their different histories, Kastoryano finds that Germany, France, and the United States are converging in their policies toward immigration control and integration. All three have adopted similar tactics and made similar institutional adjustments in their efforts to reconcile differences while tending national integrity. The author builds her observations into a model of ''negotiations of identities'' useful to a broad cross-section of social scientists and policy specialists. She extends her analysis to consider how the European Union and transnational networks affect identities still negotiated at the national level. The result is a forward-thinking book that illuminates immigration from a new angle.

This book uses a post-modern approach to explore how Japanese returnee students (kikokushijo) and former returnees who work in Japanese industry, negotiate multiple identities. Methodological triangulation is used to study inner perception of face, emotional state and the dynamics of negotiating multiple-layering of identities. The work considers the relationship between face and identities, and the function of the affective aspects of face, shame and pride in identity negotiation. Readers will discover how Japanese returnees deal with shame and pride in face-threatening or face-promoting situations that affect their identity negotiation. Many such returnees stayed abroad because of their parents’ jobs and the author explores variations among them, in terms of how they identify with their identity as a returnee. We discover how there are multiple levels of identities instead of ‘identity’ as a singular. Two phases of research, carried out across ten years and involving some participants in both phases, are explored in this work. Although the participants in the research are Japanese returnees, the findings drawn from the study have implications for others who spend an extensive period of time overseas, who migrate from one place to another or who have multiple cultural backgrounds. This book examines the changing linguistic and cultural identities of bilingual students through the narratives of four Japanese returnees (kikokushijo) as they spent their adolescent years in North America and then returned to Japan to attend university. As adolescents, these students were polarized toward one language and culture over the other, but through a period of difficult readjustment in Japan they became increasingly more sophisticated in negotiating their identities and more appreciative of their hybrid selves. Kanno analyzes how educational institutions both in their host and home countries, societal recognition or devaluation of bilingualism, and the students' own maturation contributed to shaping and transforming their identities over time. Using narrative inquiry and communities of practice as a theoretical framework, she argues that it is possible for bilingual individuals to learn to strike a balance between two languages and cultures.
