This book discusses policy strategies for the effective management of natural resources in Africa within the context of the United Nations’ Sustainable Development Goals (SDG). While natural resource wealth has the potential to lift many out of poverty, sustain economic growth, and foster political stability, it does not guarantee these benefits. The absolute levels of human development in many resource-rich countries remain low, despite their apparent wealth. The challenge is to adopt policies that better harness the potential of natural resources, not only as an opportunity for development, but also to foster policies and institutional innovations that manage resource wealth equitably and boost human capital. To this end, this volume highlights key opportunities and solutions for harnessing natural resources for sustained economic development and explain how such approaches should be incorporated into the SDG agenda. This book investigates how mineral resources can be governed to promote people-centred development in Ghana, focusing on the three main human development variables: living standards, education and health. Ghana is endowed with abundant mineral resources. The mineral sector accounts for about 14% of total tax revenue, driven mostly by an increase in export earnings from the gold sector and the commencement of crude oil exports. However, the country has not yet been able to use its natural resources to promote human development, and the majority of the population still lives on less than $2 a day. This book argues for a paradigm shift in the discussion of mineral resources, one that looks to govern natural resources in such a way as to improve standards of living, health, education, income levels, empowerment, quality of work and threats from violence. Colonial and national interventions have considerably changed the natural resource regimes regarding water and land in Northern Ghana. However, this change has not led to the establishment of new institutions, but different actors - farmers, bureaucrats, earthpriests, chiefs, and politicians - are continuously engaged in negotiation process over (natural) resources. While the institutional and distributional outcomes of these negotiation processes remain inconclusive they have led to a precarious local power balance, in which different actors rely on different institutions and changing political alliances to pursue their interests.
