The Environment, Food and Rural Affairs Committee express concern that, more than one year on from publication of the natural environment white paper, "The Natural Choice: securing the value of nature" (Cm. 8082, ISBN 9780101808224), Defra has failed to set out clear plans to ensure that government decision-making fully values the services nature provides. All government policy should fully value natural capital. Government Ministers must also: publish an action plan with a timetable to deliver each of the White Paper's 92 commitments; give planners and developers guidance on how the National Planning Policy Framework can be used to protect Nature Improvement Areas; fully assess the benefits and costs of environmental regulation, to prevent a perception that environmental protection imposes a drag on the UK economy; publish the Government's response to advice from the Natural Capital Committee. The report also concludes that: biodiversity offsetting can deliver positive impacts on the natural environment; the target to end all peat use by 2030 shows a lamentable lack of ambition and a review of progress must be brought forward to 2014; Defra must set a target to increase public engagement with nature, since local authorities, NGOs and charities can only secure funding for environmental projects when they can demonstrate measurable success; the Department for Health and the Department for Education must define measurements which demonstrate how greater public engagement with nature delivers gains in public health and educational attainment; the entire coastal path around England should be in place within 10 years.

This white paper sets out proposals for a detailed programme of action to repair damage done to the environment in the past, and urges everyone to get involved in helping nature to flourish at all levels - from neighbourhoods to national parks. The plans are directly linked to the groundbreaking research in the National Ecosystem Assessment that showed the strong economic arguments for safeguarding and enhancing the natural environment. In this report MPs recommend changes to the way money from the EU's Common Agricultural Policy (CAP) is used to support hill farmers. Farming, in particular grazing livestock, is an essential part of the landscapes and traditional systems of land management in these beautiful and fragile areas. A return to headage payments in limited circumstances, with appropriate environmental conditions to prevent overstocking, would provide fairer funding to hill farmers. The Committee also calls on the Government to do more to enable hill farmers to diversify into other land management activities-such as carbon storage and water quality schemes. The report calls on the Government to demonstrate a stronger commitment to upland communities. Having abolished the Commission for Rural Communities - the public body that advised Government on rural issues -the Department for Environment, Food and Rural Affairs must ensure that rural policies and their delivery are not neglected. Ministers should: publish a strategy for the uplands that sets out a clear action plan with practical measures to be implemented immediately; provide strong leadership to make sure that rural and upland communities get a fair deal; create a statutory definition of the uplands to assist in targeting policy; ensure all farmers and rural communities can get access to development grants once RDAs have been abolished; work across Government to put in place policies that support those that live and work in the uplands, in particular rolling out super-fast broadband for remote rural communities and increasing the availability of affordable housing.

The Government's ’Natural Capital Committee', set up to check how far the Government bases its policies on the cost the benefits the UK derives from its natural environment - such as clean air, water, food and recreation - should be put on a permanent statutory footing, the Environmental Audit Committee recommends. The NCC was set up in May 2012 with a three-year remit that ends just before the General Election. It has produced 2 progress reports so far, highlighting gaps in the available data on these factors and calling for a 25-year plan to plug the gaps and start using the information in Government decisions. But the Government has yet to respond in detail to those NCC reports. The environment is just one strand of a wider view of people's well-being, which also addresses people's economic and social circumstances, as well as their view of the satisfaction they get from their lives. In November 2010, the Prime Minister launched a programme to measure well-being to complement economic statistics like ’GDP' in - "measuring our progress as a country". However, more than three years since then, the Committee note, our quality of life is not yet receiving the same attention as those economic metrics. The Committee highlight the links being uncovered in the statistics between people's view of their well-being and their background and circumstances - for example the link between well-being and people's health, marital status or religion. But the MPs warn that the data are not yet sufficiently robust to support a single metric that could encompass well-being and which could be set alongside GDP.
