NATO was hugely successful in facing off the Soviet Union during the Cold War. But has it been equally successful in addressing the "new threats" of the post-Cold War era? As counter-profileration is expected to become the central element in the new national security policy of the US, such actions will constitute a central element of every major international conflict in the first decades of the 21st century. Evolving threats of chemical, biological, radiological and nuclear (CBRN) attack make it imperative to find ways to support global efforts against the proliferation of weapons of mass destruction (WMD) and terrorism. This book contains papers presented at the NATO Advanced Study Institute (ASI) on CBRN security culture, held in Yerevan, Armenia, in June 2014. The conference was timely in bringing together the various aspects of security culture in the different substantive areas from a CBRN perspective, focusing efforts to advance CBRN security culture in the everyday work of those who must deal with these ever present threats. The primary aim of the conference was to promote the concept of a CBRN security culture which recognizes synergy across the individual disciplines. As a first step in the practical application of this synergistic view, the conference introduced assessment methodologies that could be refined and customized to enhance the role of the human factor in CBRN security. The U.S. and it allies in NATO with global interests, France and the United Kingdom, have for years been trying to reorient the NATO Alliance toward power projection capabilities and deployable forces. In January 1994, the NATO Heads of State and Government emphasized that proliferation of WMD and their delivery means posed a threat to international security and was a matter of concern to the Alliance. The Senior Defense Group on Proliferation (DGP) was most concerned with the military ramifications and counterproliferation aspect of nonproliferation policy. Based on DGP studies, the Alliance concluded that it was unrealistic to expect that there were sufficient resources to defend and protect NATO populations for a WMD attack. French agreement to the new proposals was a defining event in the evolution of its post-Cold War relationship with the Alliance. Germany feels that traditional nonproliferation means have served the West well so far and there is no hurry to develop more offensively oriented operations. The United Kingdom continues to advocate for a comprehensive political and military approach to the issue of WMD proliferation.

This thesis analyzes the Weapons of Mass Destruction Initiative (WMDI) taken by the North Atlantic Treaty Organization (NATO) in April 1999. The analysis considers the achievements of the WMDI as well as the obstacles and challenges the Alliance faces in countering WMD threats. For over a decade, the Alliance has been concerned about the threats posed by biological, chemical, nuclear, and radiological weapons. In 1994, NATO established the Senior Political-Military Group on Proliferation and the Senior Defense Group on Proliferation to implement alliance policy on WMD proliferation. Through the WMDI, NATO enhanced its efforts to address these threats through the establishment of a WMD Center at NATO Headquarters in Brussels to facilitate dialogue and coordination relating to threat assessment, and to develop responses to such threats. At the Prague Summit in November 2002 the Allies made firmer commitments to develop capabilities to respond to WMD threats. The new measures include the Prague Capabilities Commitment and the NATO Response Force.
