Excerpt from National Reconstruction: A Study in Practice Politics and Statesmanship Many months ago, in response to a direct invitation from a source it would have been unpatriotic to) disregard, I set up the framework of this book. It was accepted by those for whom it was prepared. In I July of 1917, it became necessary to write the book. My membership of the Education Committee of the British Science Guild, and a life-long apprenticeship to organisation and administration of various types, may have been provoking causes; but to whatever accident the first contact was due, I could not turn from a suggestion which led me to a task so continuative of the activities and aims of a busy life, at a crisis in the history of a country to which I owe, both my activities and my aims. I am painfully aware of many shortcomings in a performance which had to find fulfilment in months heavily taxed by routine duties and public work. But I do not wish my offering, such as it is, to lack one recommendation to which it certainly is entitled. Whatever is written is the fruit of forty years studentship, in three widely differing provincial areas, of the practical politics here advocated, and of effective experience with many classes of men and most types of service in the United Kingdom, and, to a less extent of course, but still to a real extent, in more than one European country.
