Cold Spring Reservoir Dam consists of an earth embankment, approximately 1,040 ft. long, with a top width of 12 ft. and a maximum height of 20 ft. In addition, there is a 140 ft. long dike, 2.5 ft. high, with an 8 ft. top width. The two outlets for the dam are the principal spillway and emergency spillway. The principal spillway is a drop inlet structure consisting of a two stage reinforced concrete intake riser discharging through a 36-in. reinforced concrete pipe under the dam embankment. The emergency spillway is a trapezoidal grassed channel, 125 ft. wide at the control section with its crest 4.5 ft. below the top of the dam. Based on visual inspection and review of available plans and reports, Cold Spring Reservoir Dam is judged to be in fair condition. Some features found existing that could affect the stability of dam are erosion of the dam embankment and the potential foundation and embankment stability problem resulting from the existing soil conditions. The dam is a flood control project and, therefore, the reservoir is dry except during periods of heavy rainfall. With the reservoir dry, the inspection could not reveal seepage conditions. The spillway is capable of passing 174% of the routed test flood outflow without overtopping the dam.

In addition, there is a 750 ft. long dike 10 ft. high with a 10 ft. top width. The two outlets for the dam are the unregulated principal spillway and emergency spillway. The principal is a drop inlet structure consisting of a two stage reinforced concrete intake riser discharging through a 36 diameter, 177 ft. long reinforced concrete pipe under the dam embankment. The emergency spillway is a trapezoidal grassed channel, 175 ft. wide at the control section with its crest 5.0 ft. below the top of the dam. Based on visual inspection and review of available plans and reports, the Bloomfield Dam is judged to be in good condition. Some features found existing that could affect the stability of the dam are, wheel ruts and erosion gullies along the crest and slopes and damage by burrowing animals. The principal spillway consists of a two stage reinforced concrete intake riser discharging through a 30 inch, 145 ft. long reinforced concrete pipe under the dam embankment. The emergency spillway is a trapezoidal grassed channel 110 ft. wide at the control section with its crest 4.5 ft. below the top of the dam. Based on visual inspection and review of available plans and reports, Wintonbury Dam is judged to be in good condition. Some features found existing that could affect the stability of the dam are wheel ruts on the crests and slopes, damage by burrowing animals, and sloughing and eroding of the east and west slopes of the downstream pool area. The dam is a flood control project and therefore the reservoir is dry except during periods of heavy rainfall. With the reservoir dry, the inspection could not reveal seepage conditions. The spillway is capable of passing 300 per cent of the routed test flood outflow without overtopping the dam. The storage capacity to the top of the dam is 1,750 ac.-ft. and up to the test flood level is 1,240 ac.-ft.

Hallmere Reservoir Dam is an earthfill embankment about 570 ft. long and 45 ft. high. It has a concrete core and a riprap covered upstream face. It was constructed in 1896-97 for purposes of water supply. A 30 ft. wide masonry waste-way with s ill and flashboards serves as the spillway. The only regulated outlet is a 20 in. dia. concrete pipe. The maximum storage capacity of the reservoir to top of dam is about 585 acre ft. and the drainage area is about 1 sq. mi. The dam appears to be in fair condition. Brush and tree growth has begun to intrude on the slopes and crest of the embankment. Seepage was noted at the downstream toe of the dam. Animal burrows and missing riprap was apparent on the upstream slope of the embankment. The test flood inflow is 3200 cfs. The routed test flood outflow (2,900 cfs) overtops the dam by 0.7 ft. The spillway is adequate to pass an outflow corresponding to about 51 percent of the routed test flood outflow but the spillway and discharge channel walls would be overtopped by about 5 ft.

The 140 foot long dam is an earth embankment, the top of which, at elevation 154.5, is approximately 15 feet above the streambed of Belcher Brook. A drop inlet at a flow line elevation about 4.5 feet below the top of the dam, is the spillway facility. A wooden gate extending the full 7.5 foot depth of the structure is the low level outlet, however it is apparently stuck in a closed position. The inlet structure feeds an arched brick culvert which has an estimated chord length of 7 feet and an effective depth of approximately 3 feet, due to heavy siltation. A recent partial collapse of the brick culvert where it abuts the downstream low-level outlet headwall caused partial blockage of the culvert as well as an approximately six foot wide cavity and sloughing to the crest of the dam on the downstream slope. Based on the visual inspection at the site and past performance, the dam is judged to be in very poor condition. Evidence of instability was noted in the form of a collapse of the outlet conduit and a subsequent failure of the downstream slope of the dam. There are other areas requiring attention as well. Based upon the hydraulics computations, the spillway capacity is 180 cfs to the top of the dam, which is equivalent to 72% of the routed test flood outflow.

The project, substantially reconstructed in 1967, has a total length of approximately 320 feet, consisting of an approximately 300 foot long embankment and a 20 foot long concrete spillway. The dam is approximately 23.5 feet in height above the streambed of Long Hill Brook and, with the pond level to the top of the dam, impounds approximately 250 acre-feet of water. The upstream slope is protected to the top of the dam by dumped rock riprap. The spillway is a concrete chute and is located near the right end of the dam. The low-level outlet facility is a 24 inch reinforced concrete pipe at the central portion of the embankment and is controlled from a concrete gatehouse on the dam. Based upon visual inspection and past performance, the project is judged to be in fair condition. No evidence of instability of the embankment or spillway was observed. However, there are items which require monitoring and/or maintenance, such as erosion of the spillway discharge channel and a stagnant water condition in the low-level outlet channel which does not allow a free flow of water from the toe drain pipes. Peak inflow to the reservoir at the 1/2 PMF is 850 cubic feet per second (cfs); peak outflow is 580 cfs with the lowest point along the top of the dam overtopped by 0.4 feet. The spillway capacity, with the reservoir level to the low point of the top of the dam, is 380 cfs, which is equivalent to 66% of the routed test flood outflow.

The drainage area is 2.0 square miles and the reservoir has 825 acre-feet of storage capacity. The assessment of the dam is based on a visual inspection, past operational performance and hydraulic/hydrologic computations. The dam is judged to be in FAIR condition with several areas that require attention. These areas include seepage through the dam in the vicinity of the low-level discharge pipes and wet spots along the toe of the dam, vegetation on the embankments as well as along the toe of the dam and the inoperable status of the low-level discharge pipe. The test flood outflow will not overtop the dam and will leave 0.4 feet of freeboard.
