Effective science, clearly a mandate for the National Aeronautics and Space Administration (NASA), involves asking significant questions about the physical and biological world and seeking definitive answers. Its product is new knowledge that has value to the nation. NASA's flight projects are highly visible and usually the most costly elements of this process, but they are only a part of the science enterprise. Flight projects are founded on research that defines clear scientific goals and questions, designs missions to address those questions, and develops the required technologies to accomplish the missions. This research is funded primarily by NASA's research and analysis (R&A) programs. Data from flight projects are transformed into knowledge through analysis and synthesis-research that is funded both by R&A and by the data analysis (DA) portion of mission operations and data analysis (MO&DA) programs. R&A and DA programs are the subject of this report and are grouped for convenience under the heading of research and data analysis (R&DA).

Since the nineteenth century, scientists have attempted to understand the complex processes of the Earth’s atmosphere and the weather created within it. This effort has evolved with the development of new technologies—from the first instrument-equipped weather balloons to multibillion-dollar meteorological satellite and planetary science programs. Erik M. Conway chronicles the history of atmospheric science at NASA, tracing the story from its beginnings in 1958, the International Geophysical Year, through to the present, focusing on NASA’s programs and research in meteorology, stratospheric ozone depletion, and planetary climates and global warming. But the story is not only a scientific one. NASA’s researchers operated within an often politically contentious environment. Although environmental issues garnered strong public and political support in the 1970s, the following decades saw increased opposition to environmentalism as a threat to free market capitalism. NASA's Office of the Chief Technologist (OCT) has begun to rebuild the advanced space technology program in the agency with plans laid out in 14 draft technology roadmaps. It has been years since NASA has had a vigorous, broad-based program in advanced space technology development and its technology base has been largely depleted. However, success in executing future NASA space missions will depend on advanced technology developments that should already be underway. Reaching out to involve the external technical community, the National Research Council (NRC) considered the 14 draft technology roadmaps prepared by OCT and ranked the top technical challenges and highest priority technologies that NASA should emphasize in the next 5 years. This report provides specific guidance and recommendations on how the effectiveness of the technology development program managed by OCT can be enhanced in the face of scarce resources.
