An important part of the vision of the Association of Southeast Asian Nations (ASEAN) is to ensure that the benefits of development and economic integration are equitably shared by all member states and their citizens. ASEAN’s work therefore aims to narrow the development gap between ASEAN member states (Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei Darussalam, Myanmar, Cambodia, Laos and Vietnam) and between sub-regions within ASEAN. Written by a team of internationally recognised experts in development economics, this book communicates the latest findings on narrowing the development gap in a practical, policy-relevant way, in a format that can influence decision makers within ASEAN member states and international donors. There have been significant development achievements in many ASEAN countries over the last 20 years, but the ASEAN region continues to be characterised by significant development gaps, particularly in income. Gaps in development achievement are also seen at the regional and sub-national levels. This book offers a better understanding of development gaps, as they exist in 2012, and provides important context that can inform the strategic needs of decision makers in the ASEAN region. Due to improvements in conceptualising and measuring well-being, including through the use of multidimensional indicators, this book gives policy makers and scholars in development economics, development policy and Asian studies well-grounded insights into the nature of the development gaps within and between ASEAN countries as well as high-level policy advice on those interventions that can contribute to a narrowing of the development gap.

In November 2008, the Regional Economic Studies Programme of the Institute of Southeast Asian Studies (ISEAS) and the Singapore office of the International Development Research Centre (IDRC) of Canada organised a forum on "Regional Economic Integration - ASEAN and Canadian Perspectives". The forum concluded that fundamentally the ASEAN Free Trade Area (AFTA) and the North American Free Trade Agreement (NAFTA) were two different kinds of agreements. First, while NAFTA focused entirely on trade and investments, the scope of AFTA was much broader, going beyond issues of trade and investments alone. Secondly, NAFTA was a lightly institutionalized regional trade agreement. There was no formal policy of institutional or policy development, and it lacked legislative instruments. Although ASEAN had a secretariat, its regional institutions remained weak in comparison to those of the European Union. Thirdly, the dispute-settlement mechanism in ASEAN was different from that of NAFTA. The ASEAN provisions were scattered over a number of documents and covered both economic (trade and investment) issues and other disputes (e.g., political or territorial), while NAFTA provisions were contained in a single document and could be applied only to matters related to trade and investments. Finally, although many studies presented trade liberalisation as a win-win proposition, the distribution of costs and benefits was mostly uneven. In the case of Canada, short-run gains in efficiency from expanded trade could be identified, but it was harder to determine longer-term dynamic gains. On the other hand, in the case of ASEAN, it was still grappling with the issue of the development divide, especially since the admission of Cambodia, Laos, Myanmar and Vietnam into the group.

Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. Addressing the disparity in test scores between black and white children remains one of the greatest social challenges of our time. Between the 1960s and 1980s, tremendous strides were made in closing the achievement gap, but that remarkable progress halted abruptly in the mid 1980s, and stagnated throughout the 1990s. How can we understand these shifting trends and their relation to escalating economic inequality? In Steady Gains and Stalled Progress, interdisciplinary experts present a groundbreaking analysis of the multifaceted reasons behind the test score gap—and the policies that hold the greatest promise for renewed progress in the future. Steady Gains and Stalled Progress shows that while income inequality does not directly lead to racial differences in test scores, it creates and exacerbates disparities in schools, families, and communities—which do affect test scores. Jens Ludwig and Jacob Vigdor demonstrate that the period of greatest progress in closing the gap coincided with the historic push for school desegregation in the 1960s and 1970s. Stagnation came after efforts to integrate schools slowed down. Today, the test score gap is nearly 50 percent larger in states with the highest levels of school segregation. Katherine Magnuson, Dan Rosenbaum, and Jane Waldfogel show how parents' level of education affects children's academic performance: as educational attainment for black parents increased in the 1970s and 1980s, the gap in children's test scores narrowed. Sean Corcoran and William Evans present evidence that teachers of black students have less experience and are less satisfied in their careers than teachers of white students. David Grissmer and Elizabeth Eiseman find that the effects of economic deprivation on cognitive and emotional development in early childhood lead to a racial divide in school readiness on the very first day of kindergarten. Looking ahead, Helen Ladd stresses that the task of narrowing the divide is not one that can or should be left to schools alone. Progress will resume only when policymakers address the larger social and economic forces behind the problem.
