This book is the first attempt to conceptualize China's central-local relations from the behavioral perspective. Although China does not have a federalist system of government, the author believes that, with deepening reform and openness, China's central-local relations is increasingly functioning on federalist principles.Federalism as a functioning system in China is under studied. The author defines the political system existing in China as “de facto federalism”, and provides a detailed analysis of its sources and dynamics in the book. The system is mainly driven by two related factors — inter-governmental decentralization and globalization. While economic decentralization since the 1980s has led to the formation of de facto federalism, globalization since the 1990s has accelerated this process and generated increasingly high pressure on the Chinese leadership to institutionalize de facto federalism by various measures of selective recentralization.

Whether we think of statues, plaques, street-names, practices, material or intangible forms of remembrance, the language of collective memory is everywhere, installed in the name of not only nations, or even empires, but also an international past. The essays in Sites of International Memory address the notion of a shared past, and how this idea is promulgated through sites and commemorative gestures that create or promote cultural memory of such global issues as wars, genocide, and movements of cross-national trade and commerce, as well as resistance and revolution. In doing so, this edited collection asks: Where are the sites of international memory? What are the elements of such memories of international pasts, and of internationalism? How and why have we remembered or forgotten "sites" of international memory? Which elements of these international pasts are useful in the present? Some contributors address specific sites and moments--World War II, liberation movements in India and Ethiopia, commemorations of genocide--while other pieces concentrate more on the theoretical, on the idea of cultural memory. UNESCO's presence looms large in the volume, as it is the most visible and iconic international organization devoted to creating critical heritage studies on a world stage. Formed in the aftermath of World War II, UNESCO was instrumental in promoting the idea of a "humanity" that exists beyond national, regional, or cultural borders or definitions. In Governing the Dead, Linh D. Vu explains how the Chinese Nationalist regime consolidated control by honoring its millions of war dead, allowing China to emerge rapidly from the wreckage of the first half of the twentieth century to become a powerful state, supported by strong nationalistic sentiment and institutional infrastructure. The fall of the empire, internecine conflicts, foreign invasion, and war-related disasters claimed twenty to thirty million Chinese lives. Vu draws on government records, newspapers, and petition letters from mourning families to analyze how the Nationalist regime's commemoration of the dead and compensation of the bereaved actually fortified its central authority. By enshrining the victims of violence as national ancestors, the Republic of China connected citizenship to the idea of the nation, promoting loyalty to the "imagined community." The regime constructed China's first public military cemetery and hundreds of martyrs' shrines, collectively mourned millions of fallen soldiers and civilians, and disbursed millions of yuan to tens of thousands of widows and orphans. The regime thus exerted control over the living by creating the state apparatus necessary to manage the dead. Although the Communist forces prevailed in 1949, the Nationalists had already laid the foundation for the modern nation-state through their governance of dead citizens. The Nationalist policies of glorifying and compensating the loyal dead in an age of catastrophic destruction left an important legacy: violence came to be celebrated rather than lamented.
