This book provides an in-depth study of the moral economies emerging from within conditions of precarity in rural communities in contemporary Myanmar. James C. Scott’s seminal work on ‘The Moral Economy of the Peasant’ argued that peasant notions of subsistence and expectations of reciprocity formed the basis for subsequent rebellion as economic conditions changed and new market forces were introduced. Now, nearly a century on, Michael Griffiths argues that the conditions faced by rural communities in Myanmar remain precarious, but different forms of moral economy shape their responses. In the contemporary context, the moral economy of rural communities is characterized by the emergence of localized, self-organized community welfare associations which adopt a sophisticated iteration of self-help framed by the Buddhist concept of parahita (altruism). This book analyses the performative nature of these welfare organizations as a form of politics, asking how notions of citizenship expressed in these organizations promote more inclusive, or more exclusive practices towards non-Buddhist minorities. This book explores middle power engagement in peace processes through the cases of Australian, Japanese and Norwegian engagement in Myanmar’s peace process, a core event in Myanmar’s contemporary recent political history. The book asks to what extent, and how, middle powers have engaged in Myanmar’s peace process as a form of peacemaking entrepreneurship. Underpinning this study is a concern for the lack of clarity surrounding the middle power concept. Traditional conceptions of middle powers, steeped in idealist thinking, locate such states as capable peacemakers, without elucidating the motivations that drive middle powers to peacemaking beyond mere status seeking. Drawing on recent fieldwork interviews from within Myanmar as well as political economy literature, the author scrutinises this notion while concomitantly offering an incisive analysis of Myanmar’s peace process. Based on the Myanmar context, the book argues that middle powers can better be conceptualised as "peace-making entrepreneurs," as actors that use peacemaking as an instrumental tool to cement their status and craft an image, which they can then trade upon to secure additional, namely, commercial, benefits. Significantly, this notion of peacemaking entrepreneurship problematises core theoretical assumptions of middle powers as capable peacemakers, presenting implications for future scholarship on middle powers. A timely addition as Myanmar continues to grapple with its own future, the book is located within the fields of International Relations and Development Studies. Winning by Process asks why the peace process stalled in the decade from 2011 to 2021 despite a liberalizing regime, a national ceasefire agreement, and a multilateral peace dialogue between the state and ethnic minorities. Winning by Process argues that stalled conflicts are more than pauses or stalemates. "Winning by process," as opposed to winning by war or agreement, represents the state's ability to gain advantage by manipulating the rules of negotiation, bargaining process, and sites of power and resources. In Myanmar, five such strategies allowed the state to gain through process: locking in, sequencing, layering, outflanking, and outgunning. The Myanmar case shows how process can shift the balance of power in negotiations intended to bring an end to civil war. During the last decade, the Myanmar state and military controlled the process, neutralized ethnic minority groups, and continued to impose their vision of a centralized state even as they appeared to support federalism.
