Bargaining Within and Between Alliances on MBFR
Author: P. Terrence Hopmann
Publisher:
ISBN:
Category : Arbitration (International law)
Languages : en
Pages : 54
Book Description
Negotiations on Mutual Balanced Force Reductions (MBFR) in Central Europe opened in Vienna on October 30, 1973. In these negotiations, members of the two major military alliances of the post-World War II period, NATO and the Warsaw Pact, have sought to reduce their military forces in Central Europe. The central objective of these negotiations is to establish a stable military balance in Central Europe and to reduce defense costs for all participants. This paper assesses these negotiations during their first four years, and evaluates prospects for agreement. Special emphasis is placed on the multilateral character of these negotiations, particularly on the simultaneous process of conducting negotiations both within and between alliances. (Author).

Shadows of War
Author: Christoph Bluth
Publisher: Xlibris Corporation
ISBN: 1664113738
Category : History
Languages : en
Pages : 164
Book Description
The military dimension of the Cold War was characterised by the strategic nuclear stand-off between the United States and the Soviet Union as well as the large-scale regional military confrontation in Central Europe. As part of the process of East-West détente there was an effort to address the risks of war in Europe by means of an arms control process referred to as MBFR (Mutual and Balanced Force Reductions). The true purposes and intentions of both sides (NATO and the Warsaw Pact) in these negotiations have so far not been fully understood. This book is based on path-breaking archival research that clarifies the objectives and tactics of the parties to the negotiations and the reasons for why the negotiations ended without an agreement. It makes a major new contribution to the understanding of Cold War History.

Mutual and Balanced Force Reductions--toward a Model
Author: Herschel E. Chapman
Publisher:
ISBN:

Languages : en
Pages : 60
Book Description
Mutual and balanced force reductions (MBFR) between NATO and the Warsaw Pact have emerged as one of the most important security issues of the 1970's. Exploratory discussions commenced 31 January 1973, and actual negotiations could start in the Fall of 1973. President Nixon has affirmed that the US would not reduce its forces in Europe without reciprocity by the Warsaw Pact. Pact forces outnumber NATO's, better than 2:1 in tanks and aircraft in Central Europe. In this current era of detente in Europe with Ostpolitik, the Berlin settlement, the Conference on Security and Cooperation in Europe, and SALT, the atmosphere toward progress in MBFR seems favorable. The outline of an illustrative model on 'How to Reduce' is provided--a comprehensive model involving constraints, verification, 50% reductions in US and USSR ground forces, and 10% reductions in the other NATO and PACT nations involved in Central Europe. As a follow-on to a post-MBFR period is the requirement that US and NATO planners need to evaluate the future posture and disposition of residual US ground forces in Europe. (Modified author abstract).
