Book Description
Public management increasingly takes place in multilevel settings, since most countries are decentralized to one degree or another and most problems transcend and cut across administrative and geographical borders. A collaboration of scholars in the Transnational Initiative on Governance Research and Education (TIGRE Net), Making Multilevel Public Management Work: Stories of Success and Failure from Europe and North America brings together two strands of literature—multilevel governance and public management—and draws conclusions on practices of public management in multilevel governance settings. The book focuses on how to make multilevel public management work. Using an inductive logic, the editors study a particular case or a few selected cases, highlight lessons learned and implications, and identify trends and concerns. The book underscores factors essential to making multilevel public management work, namely coordination and collaboration, and new skills and leadership capacities. It discusses the pitfalls of creating networks instead of managing them and the importance of finding the right leadership skills, institutional design, and network management mechanisms to avoid deadlock and manage conflict effectively. Multilevel public management creates multiple opportunities and their accompanying challenges. By bringing together case studies in Europe and North America, this book identifies conditions for success and those under which such governance arrangements fail. Demonstrating the insights gained by the cross-fertilization of ideas, the book has also been strengthened by the participation of researchers from various disciplines, including public management, political science and international relations, economics, as well as administrative law. The interdisciplinary nature of the scholarship provides a complete and compelling portrait of multilevel public management as practiced and studied on two continents. The book opens the debate on what is needed to make it work

Book Description
This book arises out of a specially commissioned issue of West European Politics marking the journal's 30th anniversary. It examines the profound changes in the European political landscape over the last three decades, including the fall of Communism; progressive European integration; territorial restructuring; public sector reforms at European, national, regional and local levels; changes in democratic participation, protest, elections, political communication, political parties and party competition; and challenges to the welfare state. The book also discusses how political science has responded to these changes in terms of its substantive focus, concepts, methods and theories. Many of the 17 contributions included identify important challenges for the future, including those stemming from EU integration, the reduced electoral accountability of politicians, the problematic legitimation of party government and the sharpening of the edges of the state. Contributors include K. A. Anderson, F. C. Castles, C. Crouch, M. Egeberg. M. Ferrera, H. Goetz, L. Hooghe, E. M. Immergut, R. F. Inglehart, M. Keating, H.-D. Klingemann H. Kriesi, M. Lodge, J. Lovenduski, P. Mair, G. Marks, Y. Mény, L. Morlino, H. Obinger, V. A. Schmidt, P. C. Schmitter, and G. Smith. This book was published as a special issue of West European Politics.

Book Description
The EU is a supranational organization, whose reach and influence extends well beyond its member states, especially to the many states that have signed various forms of association agreement with it. This book asks whether qualifying states who have eschewed EU membership experience negative effects on their legal and political self-governing abilities, or whether they manage their independence with few such effects. It explores the idea that the closer the affiliation a non-member state has with the EU, the more susceptible to hegemony the relationship appears to be. In addition, the book provides an overview of the total range of agreements the EU has with non-member states. This text will be of key interest to scholars and students of in EU/European studies, Scandinavian studies, European and comparative politics, international relations, and democratization studies.

Book Description
Europeanization has become a major theme within European studies in recent years, emphasizing the domestic effects of the EU on its member and applicant states. At the same time, multilevel governance has emerged as an important concept, highlighting shifts both in horizontal relations between state and society and in vertical links between actors at different territorial levels. In this state-of-the-art study, Ian Bache traces the relationship between these two key elements, considering the extent to which Europeanization advances multilevel governance within member states through the requirements of EU cohesion policy. Bache focuses especially on Britain, a member state whose political system has been increasingly characterized by multilevel governance since it became an EU member. Comparing Britain's case to that of ten other member states, the author distinguishes between the EU's effects in simple polities--in which voice, influence, and power are diffused through multiple levels and modes of governance--and in compound polities, where voice, influence, and power are more concentrated. Bringing together the conceptual tools of multilevel governance and policy networks and developing a framework for using these tools together in future research, this clearly written study will be valuable for scholars and students of EU and British politics.
