Book Description
The United States' foreign assistance program has become an instrument of declining efficacy in foreign policy. The ebbing of Soviet-American competition offers an occasion to restructure U.S. foreign policy objectives and modernize those instruments most likely to support the execution of new foreign policy objectives. This book sets out to identify new approaches to the management of resources in the foreign assistance program that would permit the flexible manipulation of these resources to cope with the fast-breaking pace of international affairs. This work challenges the generally accepted view of contemporary political realities by explicating the historical roots of the current foreign assistance program and identifying a new approach to foreign assistance through changes in resource management statutory authorities and procedures. It will be of interest to professionals and scholars in foreign affairs, foreign policy, and international relations.

Book Description
In Jan. 2006, Sec. of State Rice announced the ¿transformational development¿ initiative to bring coordination and coherence to U.S. aid programs. She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Book Description
Overwhelmed by a proliferation of foreign aid programs, the U.S. government is attempting to reorganize itself in order to manage them more effectively. This raises several critical issues that will shape U.S. foreign aid policy for the 21st century: Should existing foreign aid agencies be combined into a cabinet-level agency, ensuring a voice for development concerns during policy discussions, or should they be placed in the State Department to strengthen their foreign policy focus? How should aid agencies manage the planning, implementation, and evaluation of their aid? Is "managing for results" as currently practiced appropriate for what is often a highly experimental task of bringing about beneficial changes in foreign countries? How should the U.S. government educate its citizens on the issues of foreign aid and development as expenditures rise and as the ambitious goals driving aid—including nation building—expand? In Organ izing Foreign Aid, Carol Lancaster and Ann Van Dusen call for a fundamental reorganization of U.S. aid programs. They recommend a major increase in efforts at development education. The authors also provide insights into how other donor governments have dealt with these challenges. With the future of U.S. foreign aid policy at stake, this book will be essential reading for anyone interested in development, foreign aid, and the organization of government programs in these areas.

Book Description
This is the final report of the bipartisan CSIS Task Force on Reforming and Reorganizing U.S. Foreign Assistance. As the Trump administration attempts to curb government spending, particularly in foreign assistance, this study reviews past attempts at reorganizing the U.S. Agency for International Development (USAID) and the U.S. Department of State, and it provides recommendations for the new administration. The task force consisted of former civil and foreign service officers and is co-chaired by Senator Jeanne Shaheen (D-NH) and Senator Todd Young (R-IN). The report addresses the potential damage that can occur if these budget cuts are not done in an informed and effective manner. It suggests that an uninformed merger of USAID/State could damage U.S. national security and prosperity and adversely affect U.S. leadership and impact abroad. The task force members have lived and worked through the Obama and Bush administrations and have important perspectives on how such reform and reorganization can be done in a productive way to maximize efficiency and resources.

Book Description
First published in 1987, this reissue explores contemporary United States foreign aid policies and thinking in the Reagan era. The author argues that aid policy is often confused as a result of bureaucratic decision-making processes. The book contrasts the experience of the many countries where aid-giving has produced unwished-for effects with the few countries where the desired results have occurred. The author concludes by arguing for a new approach to aid-giving by the United States.
