Until the 1990s social policy played an integrative role in Canada, providing a counter-narrative to claims that federalism and diversity undermine the potential of social policy. Today, however, the Canadian model is under strain, reflecting changes in both the welfare state and the immigration-citizenship-multiculturalism regime. Federalism and the Welfare State in a Multicultural World illustrates that there are clear trends that, if unchecked, may exacerbate rather than overcome important social cleavages. The editors argue that we are at a crucial moment to re-evaluate the role of social policy in a federal state and a multicultural society, and if federalism and diversity challenge traditional models of the nation-building function of social policy, they also open up new pathways for social policy to overcome social divisions. Complacency about, or naive celebration of, the Canadian model is unwarranted, but it is premature to conclude that the model is irredeemably broken, or that all the developments are centrifugal rather than centripetal. Social policy is integral to mitigating divisions of class, region, language, race, and ethnicity, and its underlying values of solidarity and risk-sharing also make it a critical mechanism for nation-building. Whether social policy actually accomplishes these goals is variable and contested. The essays in this volume provide some timely answers.

For many, Canadian multiculturalism represents the hope that we can build a society in which people who have come from all corners of the world can fully participate without first subverting or erasing their unique identities. Many progressive critics, however, dismiss this hope as an illusion that serves to mask ongoing racism and inequality. Foregrounding the capitalist nature of the Canadian state and society, On the Other Hand examines the arguments of a range of progressive critics of Canadian multiculturalism. An exercise in “critical listening,” the book aims to both communicate and assess these progressive critiques. It proposes conditions for the intelligibility of social science analysis in general and reflects on the requirements for effective progressive thought and writing. Grounded in a political economy approach, the book argues that capitalism and the capitalist nature of the state must be integrated into our analysis of multiculturalism, immigration policy, and persistent racism. On the Other Hand reveals how progressive critiques can identify real limits of multiculturalism: limits of which we must be aware if we are either to endorse them or seek to transcend them.

People started using the language of a political spectrum when early twentieth-century political parties began to distinguish their platforms by offering different approaches to income distribution. The Terrific Engine examines how the powerful tool of income taxation transformed the way people talk and think about politics in Canada. Drawing on heated debates that demonstrated the imaginative power of income taxation, David Tough traces the modernization of political language from the 1911 election through the Second World War. Countering a strongly held myth that income taxation was imposed on a reluctant public, Tough argues that its introduction is in fact a story of democracy. People first demanded that this new form of taxation replace existing ones, and then that it be used to address income inequality. And, in establishing a clear basis for party differences, income taxation made elections significantly more democratic.
