In the early 1990s, Singapore, the Malaysian state of Johor, and the Riau Islands in Indonesia sought to leverage their proximity, differing factor endowments, and good logistics connections to market themselves as an integrated unit. Beyond national-level support in all three countries, the initiative had the support of state and provincial leaders in Johor and Riau, respectively.Now, however, the situation is markedly different. The Malaysian government and its Johorean equivalent have invested considerable resources in encouraging closer integration with Singapore. For its part, the Indonesian central government has been promoting special economic zones and export-oriented activities. However, the provincial government of the Riau Islands has turned away from export-oriented industrialization, preferring instead to promote cultural sub-nationalism and traditional economic activities such as fishing and small-scale farming.This development is counter-intuitive. Traditional fiscal federalism theory argues that decentralization encourages competition between provinces for investment, jobs, and growth. While Indonesia has undergone one of the world's most far-reaching decentralization reforms, Malaysia has pursued a consistent centralization campaign at the expense of state governments. Thus, we would expect the Riau Islands' entrepreneurial drive to be unleashed, and Johor's to be smothered. However, Johor's drive for capital is undiminished, while the Riau Islands' pursuit of investment has dissipated. This monograph will explore the reasons for this paradox.

Language users, such as survey respondents and interviewers, must speak the same language literally and figuratively to interact with each other. As diversity grows in the United States and globally, interviewers and respondents may speak a different language or speak the same language differently that reflects their own cultural norms of communication. This book discusses the role of language in survey research when comparisons across groups, cultures, and countries are of interest. Language use in surveys is dynamic, including words, symbols (e.g., arrows), and even emojis. The entire survey life cycle is carried out through language. How a generation of women artists is transforming photography with analogue techniques. Beginning in the 1990s, a series of major artists imagined the expansion of photography, intensifying its ideas and effects while abandoning many of its former medium constraints. Simultaneous with this development in contemporary art, however, photography was moving toward total digitalization. Lateness and Longing presents the first account of a generation of artists—focused on the work of Zoe Leonard, Tacita Dean, Sharon Lockhart, and Moyra Davey—who have collectively transformed the practice of photography, using analogue technologies in a dissident way and radicalizing signifiers of older models of feminist art. All these artists have resisted the transition to the digital in their work. Instead—in what amounts to a series of feminist polemics—they return to earlier, incomplete, or unrealized moments in photography’s history, gravitating toward the analogue basis of photographic mediums. Their work announces that photography has become—not obsolete—but “late,” opened up by the potentially critical forces of anachronism. Through a strategy of return—of refusing to let go—the work of these artists proposes an afterlife and survival of the photographic in contemporary art, a formal lateness wherein photography finds its way forward through resistance to the contemporary itself.
