Excerpt from Message of the President of the United States to Both Houses of Congress: April 3d, 1798 Propofals from us had been expected on the fubjec'ft. On which we had before converfed that the Directory were becoming impatient and would take a decided courfe with regard to America, if we could not foft en them. We anfwered, that on that fubjeet We had already fpoken explicitly, and had nothing farther to add. He mentioned the change in the {late of things which had been produced by the peace with the empe ror, as warranting an expectation of a change in our fyi'tem; to which we only replied, that this event had been expeeted by us, and wouid not in any degree affect our conduct. M. X. Urged that the Direc tory had fince this peace taken a higher and more decided tone with refpeet to us and all other neutral nations than had been before taken that it had been determined, that all nations aould aid them or be confidered and treated as their enemies. We anfwered that fuch an effeet had already been contemplated by us as probable, and had not been overlooked when we gave to this propofition our decided.
