The 1973 coups d’état in Uruguay and Chile were significantly different from other military coups in Latin America. These two dictatorial regimes began a new era in the subcontinent. They became staunch bearers of a National Security State doctrine and introduced radical new economic policies. More tellingly, they gave birth to extreme models of society built on the foundations of what can arguably be considered ideological genocides, relying on both rudimentary and sophisticated methods of repression and authoritarianism to establish neoliberal systems that have lasted until today. 2013 marked the 40th anniversary of the fall of democratic rule in those countries. After four decades, the governments of Uruguay and Chile continue to show deficiencies in bringing the perpetrators of severe human rights violations to face justice. 40 Years are Nothing: History and Memory of the 1973 coups d’état in Uruguay and Chile is inspired by the strong memories that these coups still create. Museums are usually seen as arenas for the authorised presentations of reality, based on serious, professional knowledge. Yet, in spite of the impossibility of giving anything but a highly abstract and extremely selective impression in an exhibition, very few museums problematize this or discuss their priorities with their public. They don’t ask “what are the other truths of the matter?” Though the essays in this collection are not written with museums and truth as their explicit subject, they highlight contested truths, the absence of the truth of the underprivileged, whether one truth is more worthy than the other, and whether lesser truths can dilute the value of greater truths. One of the articles included here lets youngsters choose which truth is most probable or just, while another talks about an exhibition where the public must choose which truth to adhere to before entering. One shows how a political change gives a new opportunity to finally restore valuable truths of the past to the present, and another describes the highly dangerous task of making museums and memorials for the truths of the oppressed. Lastly, one explores whether we live in a period where the sources for authorized truths are fragmented and questioned, and asks, what should the consequences for museums be?

This volume explores how Colombian novelists, artists, performers, activists, musicians, and others seek to enact—to perform, to stage, to represent—human rights situations that are otherwise enacted discursively, that is, made public or official, in juridical and political realms in which justice often remains an illusory or promised future. In order to probe how cultural production embodies the tensions between the abstract universality of human rights and the materiality of violations on individual human bodies and on determined groups, the volume asks the following questions: How does the transmission of historical traumas of Colombia’s past, through human rights narratives in various forms, inform the debates around the subjects of rights, truth and memory, remembrance and forgetting, and the construction of citizenship through solidarity and collective struggles for justice? What are the different roles taken by cultural products in the interstices among rights, laws, and social justice within different contexts of state violence and states of exception? What are alternative perspectives, sources, and (micro)histories from Colombia of the creation, evolution, and practice of human rights? Citizens of Memory explores efforts at recollection in post-dictatorship Argentina and the hoped-for futures they set in motion. The material, visual, narrative, and pedagogical interventions it analyzes address the dark years of state repression (1976-1983) while engaging ongoing debates about how this traumatic past should be transmitted to future generations. Two theoretical principles structure the book’s approach to cultural recall: the first follows from an understanding of memory as a social construct that is always as much about the past as it is of the present; the second from the observation that what distinguishes memory from history is affect. These principles guide the study of iconic sites of memory in the city of Buenos Aires; photographic essays about the missing and the dictatorship’s legacies of violence; documentary films by children of the disappeared that challenge hegemonic representations of seventies’ militancy; a novel of exile that moves recollection across national boundaries; and a human rights education program focused on memory. Understanding recollection as a practice that lends coherence to disparate forces, energies, and affects, the book approaches these spatial, visual, and scripted registers as impassioned narratives that catalyze a new attentiveness within those they hail. It suggests, moreover, that by inciting deep reflection and an active engagement with the legacies of state violence, interventions like these can help advance the cause of transitional justice and contribute to the development of new political subjectivities invested in the construction of less violent futures.

In Touched Bodies, Mara Polgovsky Ezcurra approaches this question as she examines the flourishing of live and intermedial performance in Latin America during times of authoritarianism and its significance during transitions to democracy. Based on original documents and innovative readings, her book brings politics and ethics to the discussion of artistic developments during the “long 1980s”. She describes the rise of performance art in the context of feminism, HIV-activism, and human right movements, taking a close look at the work of Diamela Eltit and Raúl Zurita from Chile, León Ferrari and Liliana Maresca from Argentina, and Marcos Kurtycz, the No Grupo art collective, and Proceso Pentágono from Mexico. The comparative study of the work of these artists attests to a performative turn in Latin American art during the 1980s that, like photography and film before, recast the artistic field as a whole, changing the ways in which we perceive art and understand its role in society.
