This book unravels China’s new megaregional structure, new megaregional planning and development, new megaregional governance, and new regional planning system. It draws upon a diversity of megaregional cases: city clusters of the Beijing–Tianjin–Hebei region, Yangtze River delta region, and Greater Bay Area; and metropolitan circles of Chengdu, Hangzhou, Hong Kong, Shanghai, Shenzhen, and Zhengzhou. Megaregions are the new form of Chinese-style urbanisation. China’s new discourse of ‘high-quality development’ and ‘new-type urbanisation’ is reshaping its megaregional strategy. Imbalance and fragmentation characterise the diversity of megaregions - developed or developing, coastal or inland. It emphasizes the economic underpinning of the Belt in the market-driven creation of the Eurasian Landbridge and the linking of regional value chains. A fundamental economic driver behind this is the twenty-first century evolution of international value chains, in which China plays a major role, and their transformation by new trade technologies. Finer fragmentation of production and wider scanning for participants in value chains underlie the need for common, preferably global, regulation of new trade technologies and the emergence of mega-regional trade agreements (and China's response to such agreements).Thus, the Eurasian part of the Belt and Road Initiative must be seen in conjunction with China's growing role in the twenty-first-century global economy. The regional trade governance architecture is in flux. The latest wave of regionalism in the form of mega-regional trade partnerships between countries with major shares of the world economy occurred in the aftermath of the Global Financial Crisis of 2008-09. The most systematically important mega-FTAs included the Trans-Pacific Partnership led by the United States (US), the China-backed Regional Comprehensive Economic Partnership, and the Transatlantic Trade and Investment Partnership between the European Union (EU) and the US. Drawing on policy diffusion and competitive regionalism literatures, Xianbai Ji develops an innovative model of competitive spill-over to uncover the historical and contemporary sources of mega-regionalism resulting from a temporal clustering of mega-FTA initiatives from great powers. In the book, mega-FTA is conceptualised as an instrument of geo-economic competition between the US, China, and the EU. Each aspired to leverage its mega-FTA to gain an edge over its rivals in economic, geopolitical, and legal terms. Planning Regional Futures is an intellectual call to engage planners to critically explore what planning is, and should be, in how cities and regions are planned. This is in a context where planning is seen to face powerful challenges – professionally, intellectually and practically – in ways arguably not seen before: planning is no longer solely the domain of professional planners but opened-up to a diverse group of actors; the link between the study of cities and regions, which traditionally had a disciplinary home in planning schools and the like, steadily eroded as research increasingly takes place in interdisciplinary research institutes; the advent of real-time modelling posing fundamental challenges for the type of long-term perspective that planning has traditionally afforded; ‘regional planning’ and its mixed record of achievement; and, the link between ‘region’ and ‘planning’ becoming decoupled as alternative regional (and other spatial) approaches to planning have emerged.
